Rehabilitate and Stabilize Eight Residences and Museum at Chapin Mesa
This project includes the rehabilitation of nine (9) historic buildings in the Chapin Mesa area of Mesa Verde National Park, Colorado. The building includes the Chapin Mesa Archaeological Museum and eight (8) NPS staff residences (Quarters 1-8). All buildings are contributing resources to the Chapin Mesa Historic District and are on National Culture Resource Inventory System (CRIS). The Museum and Quarters 1 are contributing resources to the Mesa Verde Administration National Historic Landmark District. The buildings are 90 years old and many of the building components suffer from deferred maintenance and are in poor condition. The work at the Museum will include but is not limited to repointing exterior stone mortar, repair of exterior wooden vigas and lintels, replacement of exterior windows, repair of exterior doors, repair and refinishing of concrete floors, replacement of electrical wiring and appurtenances, and repairs to the Museum’s site drainage. The work at the residences includes work noted at the Museum as well as selective demolition, restoration of original and early windows, rehabilitation of existing foundations and structural improvements, replacing mechanical (HVAC VRF), replacing electrical and plumbing systems, installing fire suppression and smoke detection, new interior fit-out, in-kind replacement or repair of wood floors (as needed), and improvements to site drainage.
These structures are in advanced states of deterioration. Heavy stone walls have shifted due to changing soil conditions and poor site drainage at the perimeter of the buildings. Shifting building structure has caused damage to interior plaster walls and ceilings and to wood floor structure over crawl spaces. Mechanical, electrical and plumbing systems have become unreliable with many isolated repairs and replacements over many years of limited maintenance. This restoration project will be sensitive to the building features and the appearance of repair construction to better match the original design intent of the buildings. At least one structure will need to meet ABAAS requirements for access and occupation. These building modifications and improvements will improve: the structural integrity, energy efficiency and visitor safety by adding fire suppression and alarm systems to comply with current safety standards.
Requirements:On-Site CMR shall possess the following qualifications:
1. Technological knowledge and abilities such as: utilizing the PC and accessing the internet to perform technological responsibilities utilizing the CM software management program, use of MS Teams to create and record meetings, make calls and share screens, ability to use Word, Excel, Adobe PDF, MS Project and any other software programs typically utilized for construction management services.
2. Physical abilities: Ability to walk or climb on a daily basis to observe contract performance.
3. Technical knowledge and abilities such as:
- Ability to read, interpret and understand the Construction Contract, Plans and Specifications.
- Have knowledge of similar construction work so that the CMR can observe, document and confirm conformance to the contract, plans and specifications.
- Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. knowledge in construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, and ability to inspect mock-ups.
- The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. The ability to define and document scope changes either required by the owner or a result of a differing site condition. The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities – services received by the Government that can be paid for.
4. CMR shall have no conflicts of interest, examples include family members or stock with the associated construction firm
