About the Position
At the heart of rail and transportation delivery, the Senior Document Controller serves as a driving force behind information integrity, regulatory compliance, and project excellence. Reporting to the Document Control Manager, this role acts as a subject matter expert and technical leader, setting the standard for document control operations, systems, and best practices across complex rail and transit programs.
The Senior Document Controller provides strategic oversight of document management workflows, ensures alignment with industry regulations and owner requirements, and champions the implementation and continuous enhancement of enterprise document control platforms. This role is instrumental in stabilizing day to day document operations while enabling long-term program success through system adoption, process optimization, and consistent standards across projects, disciplines, and stakeholders.
This is a long-term, full-time, hybrid position located in Sacramento, CA.
Responsibilities
- Serves as a senior subject matter expert for document control systems, governance, and standards across complex rail and transportation programs.
- Provides technical leadership, mentoring, and hands on support to document control staff, program analysts, and multidisciplinary project teams.
- Acts as system administrator and power user for the enterprise Document Control System, managing configurations, workflows, user roles, permissions, and issue resolution.
- Oversees the end to end document lifecycle, ensuring accurate intake, review, distribution, retention, and archival in compliance with contractual, regulatory, and agency requirements.
- Enforces metadata standards, naming conventions, version control, and classification rules, and reviews submittals for completeness and compliance prior to system acceptance.
- Leads and supports enterprise initiatives including system rollouts, enhancements, and adoption strategies in coordination with IT, business analysts, and compliance partners.
- Monitors document control performance metrics, system health, and audit readiness, and produces dashboards, reports, and leadership briefings.
- Drives continuous improvement by identifying process and system risks, developing SOPs and user guides, delivering training and change management support, and promoting best practices across the organization.

Minimum Qualifications
- Bachelors degree in Business Administration, Information Management, Records Management, Public Administration, or a related field; or equivalent combination of education and experience.
- 5+ years document control experience on heavy civil highways, roads, bridges, airports, or transit projects.
- Strong knowledge of document management systems, document control standards, and compliance requirements.
- Proficiency with SharePoint, Adobe Acrobat, and enterprise document management platforms. (Unifier, Aconex, etc.)
- Experience developing SOPs, workflows, process maps, and training materials.
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
- Masters degree in Business Administration, Information Management, Records Management, Public Administration, or a related field.
- Experience supporting or administering an enterprise-wide Document Control System as a system administrator or SME.
- Professional certification in document or records management (e.g., CDIA+, CRM) or equivalent.
- Strong attention to detail, particularly in metadata entry and validation.
- Familiarity with audit processes, regulatory compliance, and document retention requirements.
- Experience supporting system implementation, change management, or enterprise process improvement initiatives.
Compensation Details
The salary range listed for this role is $68k-$100k/yr ($33-$62/hr.) The final salary offered is based on multiple factors and is thoughtfully aligned with each candidates level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, geographic location, etc.
