$54,492 – $75,000; Depending on qualifications and experience.


Job Description:
The City of Chesapeake is seeking a highly skilled GIS and Fiber Infrastructure Lead with strong ESRI GIS experience to support the Chesapeake Connects (CCX) municipal broadband initiative. This role will oversee all aspects of fiber outside plant design, construction oversight, spatial data management, and field validation across a 175-mile+ middle-mile network, last-mile laterals, and future fiber expansion phases.

The GIS and Fiber Infrastructure Lead will play a critical role in:

  • Maintaining CCX’s accurate and authoritative fiber asset inventory
  • Creating and managing geospatial datasets in ESRI
  • Coordinating field surveys, as-builts, and redlines
  • Overseeing contractor work quality (Primoris, Segra, etc.)
  • Supporting network engineering, construction phasing, and partner engagement

The ideal candidate has experience in telecom OSP engineering, GIS data stewardship, and municipal or utility infrastructure, with the ability to translate field conditions into accurate digital records that inform design, construction, and operations.


KEY RESPONSIBILITIES

OSP Design, Construction Oversight & Field Operations

  • Oversee all outside plant fiber activities, including backbone, laterals, handholes, splice points, equipment locations, and ROW constraints.
  • Conduct and document field surveys, walkouts, and as-built validation to ensure accuracy of contractor-built infrastructure.
  • Manage OSP construction redlines and verify that field conditions match design documents before acceptance.
  • Coordinate with contractors (Primoris, Segra, etc.) on quality assurance, site readiness, restoration issues, and punch lists.
  • Support permitting, VDOT requirements, railroad crossings, waterway crossings, and private easement coordination.

GIS / ESRI Management

  • Maintain CCX’s authoritative GIS datasets using ESRI ArcGIS Pro, ArcGIS Online, Field Maps, Survey123, and related tools.
  • Build and maintain fiber network layers including:
    • Conduit (backbone + laterals)
    • Fiber strands and splice tables
    • Handholes and vaults
    • Poles and aerial assets
    • Equipment cabinets, racks, and nodes
    • City facilities and endpoints

  • Develop dashboards for project tracking, construction progress, and asset health (Power BI + ESRI integration preferred).
  • Manage spatial data workflows between contractors, engineering teams, and city systems.

Documentation, Data Quality & Asset Management

  • Ensure high-quality, accurate as-builts are delivered and incorporated into the fiber management system.
  • Maintain a complete fiber asset library for day-1 operations and lifecycle management.
  • Develop and enforce data standards for fiber assets, naming conventions, and record formats.
  • Assist Network Engineering in mapping future expansions and partner fiber routes (Globalinx, Segra transport, ISP partners).

Cross-Department & Stakeholder Coordination

  • Work closely with City departments (Public Utilities, Public Works, Schools, Parks & Rec) to align construction around operational needs.
  • Provide mapping and documentation for partner engagements (ISP interest, dark fiber leasing, IRUs).
  • Support CCX leadership with reports, maps, dashboards, and materials for executive briefings or community presentations.

The selected candidate will be required to possess the following:

  • 2+ years experience in fiber OSP design, engineering, field survey, or telecom construction management.
  • Strong proficiency in ESRI ArcGIS Pro, ArcGIS Online, Field Maps, Survey123, or similar.
  • Understanding of fiber optic network components (conduit, handholes, splice trays, PE routers, laterals, backbone, dark fiber).
  • Experience reading and creating OSP design drawings, splice plans, and as-built documentation.
  • Ability to conduct field verification, interpret construction plans, and provide detailed reporting.
  • Strong organizational skills with an ability to manage multiple construction areas simultaneously.

Required Qualifications:
Vocational/Educational Requirement: Requires any combination of education and experience equivalent to a bachelor’s degree in geographic information systems or a closely related field.

Experience: In addition to satisfying the vocational/educational standard, this job class requires a minimum of two years of related, full-time equivalent experience.

Special Certifications and Licenses: Requires a valid driver’s license and driving record that is in compliance with the City’s Driving Standards.

Special Requirements: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.


Preferred Qualifications:
  • Experience with fiber management systems (Geograph, Vetro, OSPInsight, 3GIS, Render).
  • Experience working with municipal, utility, or public-sector broadband projects.
  • Understanding of permitting workflows (VDOT, railroads, environmental).
  • Familiarity with GPS accuracy requirements and mobile GIS data collection.
