JOB DESCRIPTION
The Business Services Manager is responsible for overseeing and coordinating a range of business and IT initiatives, ensuring alignment with organizational goals, and optimizing operational and capital expenditures. This role requires strong analytical, strategic planning, and vendor management skills, as well as the ability to lead cross-functional teams and deliver high-quality technology solutions to large, complex initiatives. In addition, the manager drives innovation by identifying emerging trends and proactively implementing best practices to enhance business outcomes. The position provides senior leadership with key insights that directly impact organizational growth and efficiency.
RESPONSIBILITIES
Provides direction and leadership to a diverse group of technology professionals, including business systems analysts and systems & development analysts. Promotes a collaborative and inclusive workplace that supports professional growth and drives high performance.
Develops, maintains, and executes IT strategies and roadmaps aligned with business goals and approved solutions. Leads continuous improvement to keep technology agile and responsive to changing needs. Constructs comprehensive business case justifications for projects by engaging with stakeholders to obtain necessary support and funding, while also facilitating informed prioritization decisions. Clearly conveys value propositions to all parties, maintaining transparency and building consensus during every stage of the project. Drives collaboration across cross-functional teams to identify and implement technology solutions that deliver maximum business value. Facilitates open communication and joint problem-solving to ensure all perspectives are considered in selecting the best-fit technology. Leads the vendor evaluation and selection process, manages RFPs, and forges strong vendor partnerships to secure optimal procurement terms and enhance ROI. Manages project initiation and planning activities by determining scope, estimating costs and timelines; ensures projects support strategic objectives and prioritizes initiatives according to business value. Tracks progress continuously, addresses potential risks in advance, and delivers high-impact outcomes on time. Leads the implementation and advancement of test automation for highly complex, mission-critical applications, setting rigorous quality assurance standards and championing best practices to ensure continuous improvement. Responsible for designing, developing, and maintaining automated tests specifically for Tier 1 and externally facing systems. Assists with departmental Capital and Maintenance budget planning, approval, and management. Performs related duties as assigned.
QUALIFICATIONS
Bachelor's degree in computer science, management information systems, business administration or related field or equivalent work experience. Typically, four years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.
Eight years of related experience in information technology application management, including three years supervisory/management responsibilities.
Effective project management skills.
Effective interpersonal skills and customer relationship skills.
Effective analytical, problem-solving and decision-making skills.
Effective oral and written communication skills, including presentation skills.
