We are seeking a Vice President of Member Engagement to provide executive leadership and direction for the Member Services, Governmental Relations, and Communications Departments. This role is responsible for planning, organizing, coordinating, and overseeing departmental activities and will include the following key duties:
Essential Duties and Responsibilities
- Leads and develops assigned teams to achieve organizational objectives by directing work, managing performance, and fostering employee growth. Collaborates with Human Resources on hiring, disciplinary actions, and employee relations while ensuring roles and responsibilities remain clearly defined and aligned with business needs.
- Responsible for the annual departmental budget, work plan, and capital purchases. Reviews monthly to determine if goals and objectives are being met.
- Participates in management’s Executive Team meetings to assist in future planning, establishing policies, exchange and sharing of information, development of operating procedures, establishing departmental objectives, and confer on mutual issues.
- Assists the CEO by planning, developing, and implementing realistic and effective programs and practices. Provides reports and information regarding progress and development. Provides monthly updates to the Board of Directors.
- Maintains familiarity with the applications and software utilized and conducts periodic reviews with Information Services to ensure that the software enhances the productivity and technical capabilities of the Association.
- Plans, develops, and implements the Association’s member communications and marketing program including the identification of the organization’s communications needs and selection of the most effective communications medium/media and channel(s) to accomplish the objective.
- Develops ongoing media relation strategies, seeking high-level placements in print, broadcast and online media including but not limited to social media and other upcoming media trends and opportunities.
- Oversees timely and effective proactive, reactive and crisis communication strategies aimed to inform members of incidents that have occurred or may occur that have potential to impact either the Association or its members.
- Serves as the Association’s Public Information Officer as specified in the
- Association’s Emergency Response Plan and when working with the media.
- Oversees accurate, timely and appropriately themed internal and external messaging throughout the organization, including, press releases, member education, employee communications, outreach messages, media or customer talking points and Q&A’s.
- Develops effective relationships with reporters and other media representatives to help promote positive coverage of the Association in both print and broadcast media.
- Provides leadership and oversight of the Association’s Member Services function, ensuring compliance with tariffs, rules, regulations, and adopted policies. Evaluates existing practices and recommends or develops updates to tariffs, rules, and policies to enhance member experience and operational effectiveness.
- Designs and implements programs including sample surveys to assess status of the Association's member relations.
- Leads coordination efforts for the Associations Annual Meeting and development of the Annual Report, newsletters, press releases, and other member and public information materials to support effective communication and engagement.
- Oversees the Association’s Government Relations function and contributes to strategic messaging. Cultivates and maintains productive relationships with state legislators and other elected officials to advance understanding of rural electric issues and the Association’s priorities.
- Develops and promotes wildfire mitigation through community education, partnerships with local and state agencies, and participation in planning and policy initiatives that support wildfire prevention and preparedness. Responsible for updating and maintaining the Association’s Wildfire Mitigation Plan.
- Periodically reviews Association rates, tariffs, rules, regulations, and policies, presenting recommended updates to the Board of Directors. Ensures accurate communication and publication of proposed and approved tariff changes in accordance with Association requirements, and maintains consistent standards and formatting for governing documents, including tariffs and bylaws.
- Identifies grant opportunities and oversees the development of competitive proposals in collaboration with internal teams and external partners to secure funding that supports Association programs and initiatives.
- Solid knowledge and understanding of the electric utility industry, cooperative principles, customer service, marketing and communications, utility billing, and customer service. Ability to comprehend the integration of information into the Association’s operating procedures.
- Highly organized with excellent skills in grammar, business writing, and verbal communication. Ability to learn, interpret and follow all Association policies, practices, and procedures.
- Ability to communicate professionally and effectively, both orally and in writing. Must project a professional image, be self-motivated, well organized, personable and possess ability to facilitate and make presentations to large groups. Must be able to exercise discretion and use of sound judgment in dealing with Association employees, members, vendors, and contractors.
- Ability to maintain complete confidentiality of sensitive information.
- Extensive knowledge of project management and communication/conflict resolution skills, with the ability to maintain effective working relationships, and the ability to utilize creative thinking and problem-solving techniques.
- Proven success in motivating others within a team environment. Skilled in the proper techniques of interviewing, hiring, discipline, appraising performance, coaching, and other supervisory skills.
- Ability to prioritize and organize multiple tasks and assignments, ability to conduct work efficiently in an independent, self-directed manner with limited supervision. Skilled in coordinating inter-organizational systems and procedures.
- Excellent information systems skills, with the ability to clearly understand the Association needs, how various functions, and systems (IS, GIS, voice communication, metering, etc.) integrate, and impact the overall effective and efficient operation of the Association. Must be proficient in Microsoft office applications.
- Knowledge of financial management, strategic planning theories and techniques, established accounting standards, Federal and State laws and regulations, and Colorado Public Utilities Commission guidelines.
- Excellent ability to speak effectively before large groups.
- Experience and extensive knowledge to effectively use current Microsoft Office products.
- Self-motivated, well organized, personable, and able to exercise discretion and use sound judgement in dealing with people and confidential information.
Education and Experience
- Bachelor’s Degree in Business Administration or similar discipline; ten years related experience; or equivalent combination of education and experience is required. MBA is preferred.
- Requires ten years of progressively responsible leadership experience in marketing/communications and customer service. Previous Government Relations experience and electric utility experience preferred.
