POSITION SUMMARY:
The Quality Control (QC) Manager for the Malmstrom AFB Commercial Entrance Control Facility (ECF) is responsible for implementing and managing the Contractor Quality Control (CQC) system for all features of work, including site civil, utilities, structural, architectural, and security systems. This role provides daily onsite oversight of quality and documentation, coordinating closely with the Site Superintendent, Project Manager, USACE Quality Assurance (QA) staff, and Air Force stakeholders to ensure all work complies with contract plans and specifications, USACE requirements, and the project schedule and budget.

The project includes construction of a new large vehicle inspection station, gatehouse, overwatch tower, circulation roads, parking, drilled shaft foundations, and active and passive vehicle barrier systems designed to meet antiterrorism/force protection standards on an active Air Force installation. The QC Manager will lead the planning and execution of the USACE three‑phase quality control process for each definable feature of work and ensure all required inspections, tests, and records are completed and accepted.

EDUCATION AND EXPERIENCE:

  • In‑depth understanding of facility and civil construction projects, with emphasis on federal facility and security/force protection work, including sustainment, renovation, and modernization (SRM) and new construction.
  • Minimum of 7 years of experience managing construction projects, with at least 3 years of recent experience performing in a similar capacity as QC Manager, CQC System Manager, or equivalent on USACE, NAVFAC, or other federal projects.
  • Prior experience working on projects located on active military installations or controlled federal campuses is required.

KNOWLEDGE, CERTIFICATIONS, AND TRAINING:

  • Demonstrated knowledge of construction means and methods for civil, structural, architectural, and security systems typical of entrance control facilities.​​
  • Strong ability to read and interpret plans, specifications, schedules, and inspection and testing requirements.​
  • Required: USACE Construction Quality Management for Contractors (CQM) certification and OSHA 30‑hour Construction Safety.​​
  • Strong familiarity and implementation of USACE EM 385‑1‑1 and OSHA 1910/1926 requirements in coordination with safety/SSHO staff.​​​
  • Solid understanding of USACE Construction Quality Management processes and procedures, including the three‑phase control system (Preparatory, Initial, Follow‑Up) applied to each definable feature of work.​

RESPONSIBILITIES:

  • Develop, implement, and maintain the project‑specific CQC Plan in accordance with USACE requirements, ensuring the QC system is effective, proactive, and fully documented.​
  • Plan and lead the USACE three‑phase quality control process (Preparatory, Initial, Follow‑Up) for each definable feature of work, including ECF sitework, utilities, foundations, vertical construction, and installation of active and passive vehicle barrier and security systems.​
  • Exercise full authority to stop work that is non‑conforming or unsafe, direct corrective actions, and verify timely completion and documentation of all rework and corrective measures.​
  • Coordinate required inspections and tests with subcontractors, testing laboratories, manufacturers, and USACE QA personnel; ensure test reports, certifications, and commissioning records are compiled, reviewed, and submitted in accordance with contract requirements.​​
  • Ensure that contract requirements for inspections, acceptance, commissioning, training, and record documents (as‑builts, O&M manuals) are completed and accepted prior to turnover.​​
  • Maintain complete and accurate quality control records, including daily QC reports, test logs, deficiency and rework logs, and three‑phase meeting minutes in formats acceptable to USACE.​
  • Work closely with the Site Superintendent to sequence work, verify readiness for each phase, and ensure that first‑time work meets quality standards, reducing rework and schedule impacts.​​
  • Support review of submittals, RFIs, and design changes to confirm compliance with the contract and coordinate any approved changes into the CQC process and documentation.​​
  • Provide quality‑related input to progress meetings, schedule updates, and risk discussions, and take proactive steps to identify and mitigate quality risks.​​
  • Manage and supervise any assigned QC or testing staff and provide interim and annual performance reviews.

MENTAL AND COGNITIVE DEMANDS:

  • Ability to read, analyze, and interpret technical data, specifications, and test results, and clearly communicate findings to project stakeholders.​
  • Strong written and verbal communication skills to document issues, resolutions, and control activities in a professional and timely manner.​
  • Problem‑solving skills to identify root causes of non‑conformance and develop practical corrective and preventive actions.​
  • Basic computer skills for word processing, spreadsheets, scheduling, and QC documentation systems (e.g., RMS/QCS or similar).​​
  • Valid state driver’s license and ability to pass required pre‑employment background checks, drug screening, and installation/base access requirements.​​
  • Ability to work primarily in the field on an active construction site at Malmstrom AFB, including traversing uneven terrain and lifting up to 30 lbs as needed.

OTHER REQUIREMENTS:

  • Valid state driver's license.
  • Ability to pass a pre-employment background check.
  • Ability to pass pre-employment and random drug screens.
  • Ability to pass the required background check for the project.
  • Must be available for standby assignments/scheduled off-hours/emergency work as required.
  • Must be able to travel as required for projects and company requirements.

PHYSICAL DEMANDS:

  • Ability to verbally communicate with, hear, and understand others.
  • Ability to sit and/or stand for extended periods of time.
  • Ability to walk and reach with hands and arms.
  • Ability to perform repetitive movements of the fingers, hands, wrists, and arms.

WORK ENVIRONMENT:

  • This position is primarily anticipated to be in the field on construction sites, which may be indoors or outdoors.
  • The noise level in the work environment is usually moderate to heavy
  • Sites may require traversing uneven terrain and navigating obstacles.
  • When not in the field, employees may be exposed to construction/environmental hazards, extreme weather conditions, and loud noise.
  • Must be able to lift up to 30 lbs
