Overview
This position reports to the Program Oversight Supervisor within the Digital Enterprise (DE) directorate, D405, and functions as a dedicated business office resource supporting the day-to-day operational and financial management needs of the DE organization. The DE Program Oversight Representative will serve as an owner of financial reporting, staffing reports, and program schedule management for the directorate. This role is central to ensuring the DE organization maintains accurate visibility into its cost performance, resource requirements, and execution in alignment with Electric Boat’s digital transformation objectives for current and future submarine programs. The successful candidate will operate with a high degree of ownership and accountability, directly supporting DE leadership with the data, analysis, and reporting necessary to drive informed business decisions.
Primary Responsibilities:
- Support digital transformation funding, resource planning, and execution performance oversight, including the maintenance of accurate manning and staffing profiles
- Perform Earned Value Management System (EVMS) performance analysis, including cost and schedule variance identification, trend analysis, and reporting
- Maintain and reconcile labor reporting data to support directorate commitment tracking and overhead management
- Assist in the development and maintenance of program management documentation, including schedules, status reports, and performance metrics
- Collaborate effectively within a cross-functional team environment, interfacing with design and engineering departments, IT, operations, planning, purchasing, and subcontractors
- Support directorate commitment tracking
- Overhead management with timely and accurate reporting
- Contribute to a high-performing team culture through proactive communication, accountability, and continuous improvement

They will demonstrate a solid understanding of Electric Boat’s design, build, and maintenance processes, and be capable of managing multiple priorities in a dynamic program environment. Responsibilities
- Strong analytical and quantitative problem-solving skills, with demonstrated ability to interpret and present program performance data
- Proficient written and verbal communication skills, including experience preparing reports, and status updates for program and leadership audiences
- Strong interpersonal and organizational skills with the ability to prioritize and manage multiple tasks simultaneously
- Self-motivated and results-oriented with a demonstrated commitment to accuracy and continuous improvement
- Ability to collaborate and effectively within cross-functional teams
Qualifications
Required:
- Bachelor’s Degree in Business, Finance, OR 2-5+ years experience in EB Program Office, EB Finance, or EB Planning
- Experience in project and/or program management, including schedule development, milestone tracking, status reporting, and performance tracking
- Experience with Earned Value Management System (EVMS) performance analysis, including variance analysis and reporting
- Experience with manpower planning, performance management, and commitment and quality reporting
- Experience collaborating with business and program leaders to resolve complex analytical or operational challenges
- Must be able to obtain and maintain a security clearance through the Department of Defense
Preferred:
- Experience with Artemis
- Bachelor’s Degree in Business Administration, Business Management or Finance
- Experience working with Teamcenter and/or Active Workspace
- Familiarity with Electric Boat program structures, submarine program lifecycles, or defense acquisition processes
- Experience with labor reporting systems, and cost account management
- Experience developing and maintaining manning and staffing profiles in support of program planning activities
