General Description

Under general direction, supports data operations and data quality activities for IMPOWR by managing the inflow of data from multiple external sources. Use Python as the primary environment for cleaning, validating, and preparing datasets (e.g., Excel spreadsheets and CSV/extracted system files) prior to loading into IMPOWR. Ensures data is accurate, consistent, and de-duplicated, and supports the organization’s move away from reliance on local databases by focusing on data preparation rather than database design or administration.

Essential Duties and Responsibilities

  • Utilizing analytic tools to assist in managing, cleaning, and preparing datasets prior to loading into IMPOWR
  • Work regularly with spreadsheets (Excel), CSV files, and exported system data to support ongoing program and operational needs.
  • Perform data preparation tasks including identifying duplicates, correcting formatting issues, normalizing fields, and resolving inconsistencies.
  • Export existing IMPOWR data to Excel as needed to support analysis, reconciliation, and business processes.
  • Compare incoming datasets against existing IMPOWR records to identify conflicts, gaps, and overlaps; ensure records are distinct prior to loading.
  • Own and coordinate the inflow of external data sources, recognizing that data will continue to originate from multiple systems outside IMPOWR.
  • Develop repeatable validation checks and basic documentation so that data imports are consistent, auditable, and recoverable.
  • Run routine quality checks on incoming and existing data (completeness, validity, duplicates, and consistency) and communicate findings to stakeholders.
  • Troubleshoot data issues that prevent successful loading (e.g., missing fields, bad formats, inconsistent identifiers) and coordinate corrective actions.
  • Maintain import/export templates, file naming conventions, and basic runbooks to support consistent processing of recurring data feeds.
  • Support audits and operational reporting by producing clean extracts and reconciliation files from IMPOWR and related source systems.
  • Partner with program/operations staff to improve upstream data collection practices and reduce recurring quality problems.
  • Support users with ad-hoc data extracts, reconciliation files, and spreadsheet-based analysis as necessary.
  • Assist with basic data documentation (definitions, templates, and processing steps) and ongoing improvements to data workflows.
  • Maintain the confidentiality of all client records by the requirement of HIPAA.
  • Is aware of and actively supports the agency’s cultural competence goals, efforts, and activities.
  • Participate in relevant Agency meetings and/or training courses.
  • Actively pursues development of professional competencies related to job performance through reading, supervision, in-service training and attendance at conferences and workshops.
  • Awareness and active support of the Agency's Mission, Vision, Values and Strategic Plan. Including, but not limited to, supporting the Agency's Core Competency initiatives of being Collaborative and Community Focused, Innovative and Entrepreneurial, and Culturally Competent and Diverse
  • Other duties as assigned

Requirements:

Qualifications

Education: Bachelors degree in Computer Science or related field, or equivalent experience.

Credentials: Training/certifications in data analytics, data quality, or related tools a plus.

Experience: At least two years of experience working hands-on with data operations, data quality, or data processing (including cleaning and validating Excel/CSV/system exports).

Strong skills in Excel (including filters, lookups, pivot tables) and comfort working with CSV and other flat-file formats.

Experience comparing datasets, identifying duplicates, and reconciling records across systems; basic SQL familiarity is a plus but not required.
