Job Overview

S&L Inc is seeking multiple experienced Heavy Civil Working Foreman to lead heavy civil construction crews across Salt Lake and Utah Counties. This is a hands-on, working Foreman position responsible for the safe, efficient, and profitable execution of roadwork, excavation, underground utilities, grading, and site development projects.

The Road Foreman plays a critical leadership role in field operations managing manpower, equipment, production rates, subcontractors, and daily reporting while ensuring projects remain on schedule and within budget. This position reports directly to the Project Superintendent and Project Manager and serves as a key representative of S&L on the jobsite.

Key Responsibilities
  • Lead and supervise heavy civil crews on active road and sitework projects

  • Plan daily and short-term work activities for manpower, equipment, trucking, and subcontractors

  • Operate heavy equipment as needed (working Foreman role)

  • Coordinate with Superintendents and Project Managers to align production with budget and schedule

  • Communicate effectively with owners representatives, inspectors, subcontractors, and vendors

  • Ensure all work is performed safely and in compliance with OSHA and company standards

  • Maintain daily field reports including manpower, equipment usage, and production tracking

  • Identify potential hazards, conflicts, or scope issues before they impact the project

  • Manage workflow for excavation, grading, utility installation, compaction, and structural/flatwork prep

  • Coordinate survey/layout needs and inspection scheduling

  • Monitor quality control to ensure work meets plans and specifications

Qualifications
  • 5+ years of heavy construction experience (mass excavation, road building, site packages, subdivision development)

  • 2+ years in a leadership role (Lead Operator, Foreman, or Superintendent level support)

  • Strong ability to read and interpret plans, specifications, RFIs, and submittals

  • Ability to operate multiple types of heavy equipment including:
    • Track hoe (20-ton+)

    • Wheel loader (3-cy+)

    • Dozer (D6-D10)

    • Roller/Compactor

    • Mini-excavator

    • Grader and scraper knowledge preferred (TopCon GPS++)

  • Knowledge of production rates and equipment capabilities

  • Comfortable using smartphone/tablet-based plans, timekeeping apps, and digital reporting tools

  • Experience with Topcon GPS systems preferred (training available!)

  • Experience with PlanGrid or Autodesk Build preferred

  • Strong verbal and written communication skills

  • Ability to manage multiple tasks while maintaining safety and productivity

  • Valid Drivers License with clean driving record

  • High School Diploma or GED preferred
