About This Position
Position Summary
The Traffic Control Manager is responsible for planning, coordinating, and overseeing all traffic control operations in accordance with California state regulations, the Manual on Uniform Traffic Control Devices (MUTCD), and applicable local standards. This role ensures the safe and efficient movement of vehicles and pedestrians through work zones and construction sites, while managing a team of Traffic Control Technicians and Flaggers. The ideal candidate holds an active California C31 Contractor's License and demonstrates strong leadership, regulatory knowledge, and field operations expertise.
Key Responsibilities
Operations & Planning
• Plan, design, and implement traffic control plans (TCPs) for construction, maintenance, and special event projects in compliance with California MUTCD and Caltrans standards.
• Conduct site assessments to identify hazards, determine appropriate traffic control measures, and ensure worker and public safety.
• Coordinate with project managers, engineers, contractors, and public agencies to align traffic control activities with project schedules.
• Monitor and adjust traffic control setups in real time to respond to changing field conditions, incidents, or emergency situations.
• Oversee procurement, maintenance, and deployment of traffic control equipment including cones, barriers, signs, arrow boards, and flagging gear.
Team Management
• Recruit, train, schedule, and supervise Traffic Control Technicians, Flaggers, and related field personnel.
• Conduct regular safety briefings, toolbox talks, and performance evaluations for all traffic control staff.
• Ensure all team members possess current certifications (e.g., ATSSA Flagger, TLASC) and remain up to date with training requirements.
• Foster a culture of safety, accountability, and continuous improvement within the traffic control team.
Compliance & Reporting
• Maintain compliance with all applicable federal, state (Caltrans), and local traffic control regulations, permits, and contractual obligations.
• Prepare and submit traffic control plans, incident reports, inspection logs, and permit applications as required.
• Liaise with Caltrans, local municipalities, law enforcement, and other stakeholders regarding traffic control operations and permits.
• Maintain accurate records of certifications, equipment inventories, project documentation, and labor hours.
• Identify and correct non-compliant traffic control setups promptly and document corrective actions taken.
Required Qualifications
• Active California C31 (Pole Signal and Traffic Control Equipment) Contractor's License — required.
• Minimum of 5 years of experience in traffic control operations, with at least 2 years in a supervisory or management role.
• Thorough knowledge of the California MUTCD, Caltrans Standard Plans and Specifications, and relevant traffic control standards.
• Current ATSSA Traffic Control Supervisor (TCS) certification or equivalent.
• Demonstrated ability to read and interpret engineering drawings, site plans, and traffic control plans.
• Strong organizational and project management skills with the ability to manage multiple active sites simultaneously.
• Valid California Driver's License with a clean driving record; ability to operate company vehicles.
• Proficiency in Microsoft Office Suite and traffic control planning software.
Preferred Qualifications
• Experience working with Caltrans, CalTrans District offices, or large California DOT-funded projects.
• OSHA 10 or OSHA 30 Construction Safety certification.
• Bilingual (English/Spanish) communication skills.
• Familiarity with CAD-based traffic control plan design software (e.g., AutoCAD, Synchro).
• Associate's or Bachelor's degree in Civil Engineering, Construction Management, or a related field.
Physical Requirements & Work Environment
• This position requires regular outdoor work in all weather conditions, including extreme heat, cold, and rain.
• The role involves prolonged standing, walking on uneven terrain, and occasional lifting of up to 50 lbs.
• The Traffic Control Manager will work in active traffic environments and must adhere to all required personal protective equipment (PPE) standards, including high-visibility vests, hard hats, and safety footwear.
• Evening, weekend, and on-call availability may be required based on project needs.
