About This Position

Description:

Replace Obsolete Housing at Chaco Canyon National Historical Park

Chaco Canyon National Historical Park is located within the Navajo Reservation, NM.

The purpose of this project is to demolish existing Mission 66 single family homes, remove manufactured trailer and restore site, construct 3-plex unit with two 2-bedroom units and one 1-bedroom unit, construct duplex unit with two 2-bedroom units, construct one single family home, and route utilities to new housing units. Anticipated project conditions will be to develop site (abatement and demolition of four condemned homes and one trailer, salvage existing site walls). Scope includes full site development including utilities and site work to support the new building, construction of three new buildings, and associated site development. The site work includes utility connections and relocations, walkways, parking, and landscaping. The buildings will follow the NPS prototype and include: one single story 1631 SF single family home, one single story 2548 SF duplex and one single story 3163 SF triplex. Both multifamily dwellings include a storage component. Each building includes bedrooms, bathrooms, living area, kitchen, and laundry area.

Period of Performance

Estimated start date April 2026.

Requirements:

On-Site CMR shall possess the following administrative qualifications:

  1. Ability to utilize the CM software management program provided by NPS, use of MS Teams, Word, Excel, Adobe PDF, MS Project and any other software programs typically utilized for construction management services.
  2. Ability to read, interpret and understand the Construction Contract and associated Plans and Specifications for the described construction work so that the CMR can observe, document, and confirm conformance to the contract, plans and specifications.
  3. OSHA 30-hour construction safety training, knowledge in construction practices including applicable building codes, applicable safety regulations, experience with large vertical facility construction / renovation projects with a high volume of pedestrian traffic nearby and have experience with construction projects in extreme weather environments.
  4. The ability to facilitate, understand and document pre-inspections meetings, inspections during construction and post-construction inspections.
  5. Ability to define and document scope changes either required by the owner or a result of a differing site condition.
  6. Ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit.
  7. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities – services received by the Government that can be paid for.

On-Site CMR shall possess the following Project qualifications:

  1. Experience with vertical construction projects. Ability to oversee general site preparation and vertical construction of varied residential type housing units in a remote location with short construction seasons.
  2. Experience with federal construction projects. Familiarity with the Federal Acquisition Regulation.
  3. Possible experience with National Park Service projects, remote locations, and protection requirements of natural and cultural resources, to include protection of mature heritage trees.
  4. Ability to oversee visitor safety during construction. Possible experience in a campground setting.

CMR Must submit up-to-date resume – that includes:

  1. Education and professional qualifications related to construction, architecture and engineering and 5 years construction management experience.
  2. Experience proving similar services for similar projects. Provide information regarding the project and the work that the CMR performed. In addition, include project owner representative contact information.
  3. Provide 3 references.
  4. Demonstrated ability to prepare draft modifications, independent government estimates, daily reports, responses to requests for information, process submittals, prepare field observation reports and conduct progress meetings and prepare meeting minutes. Familiarity with the use of Project Management software programs.
