Job Description

IDD Specialist

Office of Developmental Programs (ODP) Provider – Pennsylvania

Position Summary

The IDD Specialist supports individuals with Intellectual and Developmental Disabilities (IDD) in alignment with ODP regulations and agency standards. This role oversees service quality, supports DSP staff, participates in ISP processes, conducts home visits, and engages with the IDD community. The IDD Specialist also plays a key role in program growth through relationship‑building, marketing support, referral development, and client retention.

Key Responsibilities

Service Coordination & Compliance

• Participate in ISP meetings and ensure ISP outcomes and health/safety requirements are implemented.

• Conduct regular home visits to monitor service quality and individual satisfaction.

• Complete documentation, progress notes, and compliance reports accurately and on time.

• Maintain knowledge of ODP regulations, waiver requirements, and agency policies.

• Participate in Incident Management activities, including reporting and follow‑up.

• Serve as a Certified Investigator or be willing to obtain certification.

• Meet PA DHS EVV requirements and ensure the program maintains 85% or higher EVV compliance.

• Address low EVV compliance by holding discussions with DSPs and clients and implementing corrective plans.

Client & Staff Scheduling

• Develop and manage client schedules to ensure adequate staffing and service coverage.

• Coordinate DSP schedules and communicate changes promptly.

Staff Support & Oversight

• Provide coaching, guidance, and support to DSPs.

• Assist with onboarding, training, and ongoing staff development.

• Participate in performance discussions and corrective action when needed.

• Support DSPs in understanding ISP requirements, documentation expectations, and person‑centered practices.

Community Engagement, Marketing & Referral Development

• Attend community events, resource fairs, and IDD‑related activities.

• Build and maintain relationships with Supports Coordinators, referral sources, and community partners.

• Assist with marketing efforts and represent the organization professionally.

• Support client retention through communication, problem‑solving, and service satisfaction.

• Meet program goals related to census and billable hours through relationship‑building, referral generation, marketing activities, and retention efforts.

Client Advocacy & Support

• Advocate for individuals’ rights, preferences, and needs.

• Support individuals in accessing community resources and opportunities.

• Collaborate with families, guardians, and interdisciplinary team members.

Administrative & Operational Duties

• Maintain accurate records in accordance with ODP and agency standards.

• Utilize electronic systems, including HCSIS, for documentation and reporting.

• Assist with audits, quality assurance, and compliance monitoring.

• Travel as needed for home visits, meetings, and events.

• Provide after‑hours on‑call coverage when assigned.

Required Background & Experience

• Master’s, Bachelor’s, Associate’s degree, or 60 college credits with experience supporting individuals with IDD.

• Equivalent combinations of education and experience will be considered.

• Strong communication, organizational, and leadership skills.

• Experience in staff supervision or training preferred.

• Valid Driver’s License and reliable transportation.

• Ability to pass all required clearances and screenings.

• Experience with Incident Management (HCSIS).

• Certified Investigator certification is a plus; willingness to obtain certification required.

• Willingness to travel as needed.

Schedule

• Monday–Friday, daylight hours.

• Flexibility for occasional evenings or weekends based on program needs.

• After‑hours on‑call coverage may be required.
