This role is contingent upon contract award and offers the opportunity to lead a dynamic, nationwide Occupational Safety & Health program supporting TSA. As the Program Manager, you will oversee contract performance, lead geographically dispersed teams, and serve as the primary liaison to federal leadership—driving safety, compliance, and operational excellence across the program

General Description

The Program Manager provides on-site executive leadership and full-spectrum oversight for a federal Occupational Safety & Health (OSH) Support Services contract supporting the Transportation Security Administration (TSA). This Program Manager is accountable for the successful execution of all contractual requirements, including cost, schedule, technical performance, and quality assurance. Serving as the primary liaison between HSG and TSA leadership, the Program Manager ensures delivery of high-quality OSH services in accordance with the Performance Work Statement, while maintaining strong, collaborative relationships with the Contracting Officer, Contracting Officer Representative, and OSHE stakeholders.

The Program Manager directs and coordinates geographically dispersed regional OSH personnel, drives performance excellence, proactively manages risk, and ensures contract compliance through effective planning, communication, and leadership. This role requires a strategic thinker with the ability to operate confidently at the executive level while maintaining attention to operational detail.

The Program Manager plays a critical role in fostering a culture of safety, compliance, transparency, and continuous improvement across TSA’s OSH support services enterprise.

How You Will Fulfill Your Mission

  • Serve as the primary point of contact with TSA leadership, including the Contracting Officer (CO), Contracting Officer Representative (COR), and OSHE stakeholders.
  • Manage contract performance, deliverables, and milestones to ensure full compliance with contract requirements.
  • Oversee financial management and resource allocation to ensure effective program execution within budget parameters.
  • Ensure compliance with all contract requirements, reporting obligations, and Performance Work Statement (PWS) deliverables.
  • Plan, organize, schedule, implement, control, analyze, and report on all elements of contract performance.
  • Supervise and coordinate regional OSH personnel to ensure consistent service delivery across all assigned regions.
  • Monitor performance metrics and implement quality assurance and performance monitoring processes.
  • Identify program risks and develop mitigation strategies to ensure uninterrupted performance.
  • Develop and implement corrective and preventive action plans as needed.
  • Prepare and deliver executive-level reports, briefings, and status updates to TSA leadership and HSG senior management.
  • Maintain proactive communication with internal HSG leadership and TSA representatives to ensure transparency, alignment, and customer satisfaction.

Specific Knowledge/Certification Requirements

Minimum Qualifications

  • Bachelor’s degree in Business, Engineering, Occupational Safety, Environmental Health, or related discipline.
  • Minimum five (5) years of program management experience, preferably supporting federal contracts.
  • Demonstrated experience managing cost, schedule, and performance within a structured federal contract environment.
  • Ability to obtain and maintain a Public Trust clearance.

Preferred Qualifications

  • Project Management Professional (PMP) certification or equivalent government program management certification preferred.
  • Experience managing multi-site or geographically dispersed teams.
  • Experience supporting DHS, TSA, or other federal civilian agencies.
  • Experience interfacing directly with federal Contracting Officers and Contracting Officer Representatives.

  • Work Environment: Work is performed primarily on-site at the TSA Headquarters Complex in Springfield, Virginia.
  • Travel: Occasional travel may be required to support regional coordination and oversight activities.
  • Must possess reliable transportation and be able to access and work on federal facilities in accordance with contract and client requirements. Employment is contingent upon successful completion of required federal background investigations and drug testing.
