Job Summary:

Voyager Technologies is seeking a EHS Manager at our Minden location. The successful candidate will build on existing policies, procedures, and programs and strive to continually improve our safety and compliance. We are seeking an EHS Manager who is a strong team player and collaborative leader, willing to learn from decades of site-specific experience while bringing fresh perspectives and practical ideas to continuously improve safety performance. Responsibilities: 

  • Develop, implement, and sustain comprehensive safety, health, and environmental management systems for a PSM-regulated and explosive manufacturing operation, ensuring protection of employees, contractors, the community, and assets.
  • Own and manage the site safety and compliance budget, including annual planning, forecasting, cost control, and justification of capital and operating expenditures related to PSM, explosives safety, training, audits, engineering controls, PPE, and risk reduction initiatives.
  • Lead the development, execution, and continuous improvement of Process Safety Management (PSM) programs, including but not limited to PHA/HAZOP, MOC, mechanical integrity, operating procedures, incident investigation, training, and emergency preparedness.
  • Establish and maintain explosives safety programs in accordance with applicable DoD, ATF, OSHA, NFPA, and site-specific requirements, including safe storage, handling, manufacturing, transportation, and disposal of energetic materials.
  • Develop, implement, and maintain safety policies, standards, procedures, and work instructions, ensuring alignment with regulatory requirements, defense contracting obligations, and company expectations.
  • Conduct and oversee internal audits, self-assessments, and management reviews to verify compliance with applicable federal, state, and local requirements.
  • Serve as the primary site contact for regulatory and external authorities, including OSHA, EPA, ATF, DoD, DCMA, managing inspections, audits, corrective actions, and formal responses.
  • Monitor, interpret, and implement regulatory changes impacting operations, including updates to OSHA standards, ATF regulations, FAR, DFARS, and other defense-related compliance obligations.
  • Lead incident investigations, near-miss reviews, and root cause analyses, ensuring effective corrective and preventive actions are identified, implemented, and verified for effectiveness.
  • Develop and deliver safety and compliance training programs for employees and contractors, with emphasis on PSM elements, explosives hazards, human performance, and high-risk activities.
  • Partner with operations, engineering, maintenance, quality, and leadership teams to integrate safety into equipment design, capital projects, process changes, and operational decision-making.
  • Track, analyze, and report safety and process safety performance metrics, trends, and leading indicators to senior leadership, driving accountability and continuous improvement.
  • Promote a strong safety culture through visible leadership, employee engagement, clear expectations, and consistent reinforcement of safety standards.

Required Qualifications:

  • Bachelor’s of Science in a technical field
  • Minimum 7 years of experience in related roles
  • Detail and process-oriented
  • Experience with hazardous materials
  • Excellent interpersonal skills
  • Excellent organizational skills and attention to detail
  • Ability to learn and retain technical concepts
  • Good time management skills with a proven ability to meet deadlines
  • Ability to function well in a high-paced and at times a stressful environment
  • Proficient with Microsoft Office Suite

Preferred Qualifications:

  • Experience with explosives (strongly desired)
  • Certification as a safety professional, such as CSP, GSP, CIH, or similar
  • Prior experience in manufacturing, aerospace, defense, and or chemical industries
