About This Position

The 2026 salary range is $124,599 to $148,237. The expected hiring range is $124,599 to $134,054. Final hiring salary is dependent on qualifications.

Hiring Timeline: Phone screen interviews are planned for January 5-6, 2026. Interviews will be held on January 9, 2026, with a possible final interview date of January 13, 2026. Expected start date is early February.

The Finance Director is responsible for planning, directing, and administering all activities related to the City's Financial Department, including activities related to accounting, payroll, utility billing, auditing, investments, special assessments and risk management; Responsibilities may include supervising departmental staff; overseeing the development and administration of policies, procedures, programs, goals, and objectives; preparing the City's annual budget and the Comprehensive Annual Financial Report; determining investment opportunities; providing assistance on financial planning and related matters; and performing related duties.

Scope of Impact:
The duties and responsibilities of this job are performed with latitude for independent judgement in accordance with Department and City policies, Federal, State and Local regulations and are based on detailed knowledge of department operations. Work is subject to periodic review by the supervisor, who provides input on approval of recommendations and discusses assignments, priorities and work.
This job description is intended to represent only the key areas of responsibilities; specific position assignments will vary depending on the business needs of the department.

  • Plans, directs, and administers the City’s financial activities, including, but not limited to, activities relating to accounting, payroll, utility billing, auditing, investments, special assessments, and risk management; work may involve overseeing the development and administration of policies, procedures, programs, goals, and objectives, and presenting them to the City Manager and/or City Council.
  • Supervises Finance department staff including prioritizing and assigning work; conducting performance evaluations; coordinating staff training; providing guidance and direction; and implementing hiring, discipline, and termination procedures.
  • Prepares the City’s annual budget; work may involve managing all staff and operations related to budget preparation; coordinating with City Council and other stakeholders to facilitate and/or present information on budget preparation
    operations; formulating revenue projections; and preparing related documentation and reports.
  • Prepares capital improvement and equipment replacement plans; work may involve coordinating with internal departments and personnel; forecasting project and equipment needs; attending, evaluating, or incorporating requests; preparing relevant documentation.
  • Oversees the preparation of or prepares, maintains, reviews, and/or approves a variety of financial, statistical, and/or general reports, records, plans, statements, and other documentation, such as those related to grants, tax increments, debt management, and/or bonds; and prepares the Comprehensive Annual Financial Report; work may involve researching, compiling, analyzing, auditing, and/or presenting financial, statistical, and other data; and making recommendations related to department strategies, goals, and objectives, using subject matter expertise.
  • Coordinates with other departments or personnel, the Deputy City Manager and City Manager, the City Council, financial advisors, brokers, and other internal/external agencies, and the public, to facilitate a variety of the Finance department’s operations, programs, processes, goals, and objectives; determine investment opportunities; provide assistance and recommendations on financial planning and related matters; serve as a liaison; and provide specialized and general information.

QUALIFICATIONS:

Minimum Education: Bachelor’s degree in finance, accounting or related field.

Minimum Experience: 5 or more years’ finance, accounting or related experience. Two
years’ supervisory experience.

Equivalency: An equivalent combination of education and experience closely related to the duties of the position may be considered.

Required Licenses/Certifications: None.

Desirable Qualifications:
  • Master’s degree in finance, accounting or a related field;
  • Experience with local government finance, and/or municipal finance software;
  • Certified Public Accountant.

Physical Requirements:
Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
