JOB SUMMARY:

The Program Manager is responsible for the oversight, supervision, and overall management of the Program location. The project will provide safe, secure housing and case management services on a 24- hour basis. The site will incorporate low barrier, trauma-informed care, and harm reduction policies and procedures into their program design and housing operations.

ESSENTIAL FUNCTIONS INCLUDE, but are not limited to the following:

Provides supervision and overall management of the program staff.
Refine and develop policies and systems necessary to maintain quality program service.
Monitors and ensure compliance with program design and Weingart policies.
Prepares program performance and fiscal reports.
Assists clients and responds to after-hours emergencies as needed.
Represent the Weingart Center at public and community meetings and events if directed.
Ensure that program services are delivered in accordance with program design and Weingart Center policies.
Prepare program performance reports and help manage program budget.
Prepare daily, weekly, monthly, quarterly and annual reporting, as required by contracts.
Meet weekly with Program staff, manage case conference forums and intervene with clients when appropriate.
Evaluate staff performance and complete performance appraisals as required.
Reports for work as scheduled.
Works effectively with co-workers, customers and others by sharing ideas in a constructive and positive manner; listening to and objectively considering the ideas and suggestions from others; keeping commitments; keeping others informed of work progress, timetables and issues constructively to find mutually agreed-upon solutions.
Other related duties as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Substantial experience in management, program development and staff supervision, preferably in a social service agency.
Experience in the ethics and delivery of social services to homeless and/or low-income people.
Strong writing skills and the ability to write speeches and articles using original and innovative techniques and styles.
Excellent organizational, interpersonal and communication skills.
Ability to make effective and persuasive speeches and presentations on controversial and complex topics to top management, public groups and boards of directors.
Computer proficient (working knowledge of word processing and spreadsheet software: Windows, Word, Excel).
Proficiency in working with mathematical concepts such as probability and statistical inference. Ability to apply concepts of fractions, percentages, ratios and proportions to practical situations.
The ability to manage several projects simultaneously.
Exhibits professional manner when interfacing with professional staff, WCA visitors, contractors, vendors and programs and services providers.
Flexibility in meeting deadlines and adjusting to changing priorities.
Sensitivity to the needs of low income and homeless clients.

REQUIRED EDUCATION/TRAINING AND EXPERIENCE:

MSW preferred, BSW required.
2-3 years of experience in managing and supervising staff.
Experience in the delivery of social services to homeless and/or low-income individuals.
Demonstrated abilities in management of multiple projects and priorities essential.

PHYSICAL AND MENTAL REQUIREMENTS AND WORK ENVIRONMENT:

Standing and sitting for long periods of time along with being able to move and walk to various locations; climbing, stooping, kneeling, reaching, pulling, pushing, bending, twisting, and lifting (30-35 lbs.), some driving and stair climbing.
Ability to see, hear and talk clearly in order to receive instruction and to give instructions as a director.
Ability to operate a computer efficiently. Must be able to operate all types of office equipment.
Work indoors in temperature-controlled environment.
