About This Position

Position Summary

The HSSE Manager is responsible for developing, implementing, and continuously improving comprehensive Health, Safety, Security, and Environmental (HSSE) programs across multiple aerosol filling and manufacturing facilities. This role will lead the harmonization of HSSE policies, reporting, compliance systems, and best practices to ensure consistent regulatory adherence and operational excellence company-wide.

The HSSE Manager will serve as the subject matter expert for OSHA Process Safety Management (PSM) and EPA Risk Management Program (RMP) requirements, providing oversight, guidance, and leadership to ensure full compliance at all applicable facilities. The ideal candidate will also possess deep technical expertise in air emissions and waste permitting specific to the aerosol or chemical industries.

Key Responsibilities

Program Development & Harmonization

  • Design, implement, and maintain standardized HSSE programs across multiple manufacturing and filling facilities.
  • Harmonize HSSE reporting, metrics, audits, and compliance processes to ensure consistency and transparency across the organization.
  • Establish leading and lagging indicators to measure HSSE performance and drive continuous improvement.
  • Develop corporate HSSE policies, procedures, and standards aligned with regulatory requirements and industry best practices.

Regulatory Compliance (PSM & RMP)

  • Lead and oversee OSHA PSM programs at covered facilities, including:
    • Process Hazard Analyses (PHAs)
    • Mechanical Integrity
    • Management of Change (MOC)
    • Operating Procedures
    • Incident Investigations
    • Contractor Safety
  • Manage and maintain EPA RMP compliance, including hazard assessments, prevention programs, emergency response coordination, and submittals.
  • Serve as the primary interface with regulatory agencies during inspections, audits, and enforcement actions related to PSM and RMP.

Environmental Permitting & Compliance

  • Provide expert oversight of air permitting and compliance programs for aerosol manufacturing operations, including VOCs, propellants, and hazardous air pollutants.
  • Manage waste permitting and compliance programs, including hazardous waste generation, storage, manifesting, and disposal.
  • Ensure timely preparation, submittal, and maintenance of permits, reports, and regulatory filings.
  • Monitor regulatory changes impacting the aerosol industry and proactively assess business impacts.

Leadership & Training

  • Partner with site leadership and local HSSE Coordinators to embed HSSE accountability into daily operations.
  • Develop and deliver HSSE training programs for leadership, operators, and support staff.
  • Coach and mentor site HSSE personnel and operational leaders to build internal capability.
  • Support incident investigations, root cause analysis, and corrective action tracking.

Risk Management & Continuous Improvement

  • Conduct risk assessments and audits to identify gaps and improvement opportunities.
  • Lead corrective and preventive action programs to reduce risk and improve compliance.
  • Promote a strong safety and environmental culture across all facilities.

Qualifications

Required

  • Bachelor’s degree in Environmental Science, Safety, Engineering, Chemical Engineering, or a related field.
  • Minimum of 8–10 years of progressive HSSE experience in a manufacturing environment, preferably within the aerosol, chemical, or packaging industries.
  • Extensive hands-on experience with OSHA PSM and EPA RMP regulated facilities.
  • Demonstrated expertise in air emissions and waste permitting specific to aerosol manufacturing and filling operations.
  • Proven experience building and harmonizing HSSE programs across multiple sites.
  • Strong knowledge of federal, state, and local HSSE regulations.
  • Ability to travel regularly to multiple facilities (25% on average).

Preferred

  • Professional certifications such as CSP, CIH, CHMM, or equivalent.
  • Experience interfacing directly with OSHA, EPA, and state environmental agencies.
  • Strong leadership, communication, and influencing skills.
  • Ability to operate effectively in both strategic and hands-on capacities.

Working Conditions

  • Multi-site manufacturing environment.
  • Travel required (estimated 25–50%).
  • Occasional exposure to industrial manufacturing conditions.
