Position Overview

Ibility is seeking a Senior Program Manager to lead complex, enterprise-level healthcare initiatives in support of the Veterans Health Administration (VHA).

This role goes beyond traditional program oversight. The ideal candidate is a strategic leader who can translate high-level mission objectives into actionable, human-centered programs that deliver measurable outcomes. You will serve as a trusted advisor to government stakeholders, guiding program execution while driving innovation, operational excellence, and continuous improvement across multiple projects and teams.

This position requires a deep understanding of healthcare environments, strong program governance experience, and the ability to operate effectively within large, matrixed organizations.

Please note: This position is contingent upon contract award (anticipated March 2026).

Required Qualifications
  • Master’s degree in a relevant field
  • Project Management Professional (PMP) certification
  • Minimum 10 years of experience supporting large corporations or government agencies
  • Demonstrated experience planning, initiating, managing, executing, and closing complex programs
  • Proven ability to manage programs within integrated healthcare systems
  • Strong leadership, communication, and stakeholder management skills
Preferred Qualifications
  • 5+ years of experience managing Healthcare Technology Management (HTM) or similar healthcare-related programs
  • 5+ years supporting VHA or similarly large healthcare systems (e.g., systems with 15+ medical centers)
  • 10+ years of experience in healthcare environments relevant to program objectives
  • Familiarity with VISN structures, VA medical center operations, and federal healthcare program requirements
  • Experience driving innovation, digital transformation, or process improvement initiatives in healthcare settings
