About This Position
Wichita Tribal Enterprise, A Quivera Enterprises subsidiary, is seeking an experienced Budget Analyst. We are seeking a highly motivated and detail-oriented Budget Analyst to support our NASA clients at Kennedy Space Center. This role operates within a collaborative, team-focused environment and is responsible for developing cost estimates, performing financial analysis, and supporting organizational systems and processes.
The Budget Analyst will leverage tools such as RSMeans and other government cost and financial systems to produce accurate, data-driven estimates and insights. This individual will also provide technical support related to budgeting systems, ensuring data integrity, process efficiency, and alignment with federal financial standards.
The ideal candidate brings strong analytical skills, experience with cost estimating methodologies, and the ability to communicate complex financial information clearly to both technical and non-technical stakeholders.
Key Responsibilities
- Serves as an analyst to systematically integrate business, cost estimating, and financial management processes, aiding in ensuring the efficient stewardship of public funds.
- Supports the formulation of strategic financial plans, prepares cost estimates, and correlates financing requirements into executable budgets.
- Possesses thorough knowledge of the allocation, execution, and administration of approved budgets.
- Assesses products and procedures for compliance with Government standards, accounting principles, internal controls, and multi-tiered system application standards.
- Must be able to grasp interrelationships between financial management requirements and automated solutions, considering the current system environment and the potential integration of added systems concurrently or later.
- Ensures that tasks are completed in the time frame specified by the client and assists in the preparation of milestone status reports and presentations for colleagues, subordinates, management, and end user representatives.
- Familiar with activity-based costing, business case analysis and outsourcing requirements.
- Specialized experience includes assisting in large scale budget formulation, development, and execution activities, as well as integration of such activities, across many Center organizations in support of Agency processes.
- Responsible for meeting constantly changing deadlines and accepts new assignments with varying requirements and delivers to a high level of completeness and accuracy.
- Serves as a mentor and resource for junior contractor budget analysts assisting with their development.
- May leverage expertise to support multiple Organizations and/or Centers.
- Proficient in the accounting systems and processes of the Centers supported.
Required Qualifications
BA/BS and 6 years of relevant experience or HS Diploma and 8 years of relevant experience
- US Citizenship required
- Must have the ability to obtain and maintain required federal suitability or background clearance.
Preferred Qualifications
- Experience with Independent Government Cost Estimates.
- Experience creating cost estimates utilizing RSMeans.
- Formal cost estimating training certifications related to one or more of the variety of commercial and/or Government estimating tools and/or software applications.
- Experience associated with contract financial reporting and/or contracting cost analysis procedures and/or contract pricing processes.
- Experience associated with technical work, either hands on or supervisory, within facility construction, repair, or operations and maintenance.
Physical Demands – IT Office/Technical Role

This role is primarily office-based and requires prolonged computer use, including sitting, typing, and operating standard office equipment. Occasional walking, standing, bending, and reaching may be required to support equipment setup and troubleshooting. The employee must be able to lift up to 15 pounds, with occasional heavier lifting.
The employee must be able to communicate effectively and maintain visual acuity (close, distance, color, and depth perception). Occasional travel and extended hours may be required to support operational needs and deadlines.
Physical Demands – Construction / Field Role

This role is primarily performed in field or construction environments and may involve exposure to varying weather conditions. The employee must wear appropriate personal protective equipment (PPE).
Frequent walking, standing, climbing, and work on uneven terrain are required, including use of ladders and scaffolding. The employee must be able to reach, perform physical tasks, and lift up to 50 pounds.
The employee must be able to communicate effectively in active work environments and maintain required visual acuity. Travel and extended or irregular hours may be necessary to meet project requirements.
