The Opportunity
TSPi is seeking a senior-level CMS Health IT Relationship & Solutions Lead to strengthen and expand our partnership with the Centers for Medicare & Medicaid Services. This is a client-facing leadership role focused on Health IT strategy, CMS organizational understanding, and long-term relationship management.
The successful candidate will serve as a trusted advisor to CMS Health IT and program leadership, bridging CMS mission needs with Abt’s Health IT, data, analytics, and digital service capabilities. This role requires deep familiarity with CMS as an organization, its operational components, and its enterprise Health IT environment, combined with strong relationship-building and solution-shaping skills.
Key Responsibilities
CMS Health IT Client Leadership
- Serve as a senior Health IT relationship lead for CMS, acting as a consistent point of contact for technology and program leaders.
- Build and maintain trusted relationships with CMS stakeholders, including:
- Chief Information Officers (CIOs)
- Chief Technology Officers (CTOs)
- Chief Data Officers (CDOs)
- Program, policy, and operational leaders
- Demonstrate credibility and fluency across CMS Health IT priorities, modernization initiatives, and enterprise platforms.
- Anticipate CMS needs and proactively align Abt capabilities to agency goals and mission outcomes.
CMS Organizational & Health IT Domain Expertise
- Maintain strong working knowledge of CMS’s structure, governance, and operating components, including:
- Center for Clinical Standards and Quality
- Center for Medicare
- Center for Medicaid and Children’s Health Insurance Program Services
- Center for Medicare and Medicaid Innovation
- Office of Enterprise Data and Analytics
- Office of Information Technology
- Understand CMS enterprise Health IT systems, data environments, and shared services to inform client discussions and solution shaping.
- Translate CMS policy, regulatory, and operational requirements into clear Health IT use cases and solution approaches.
Health IT Strategy & Solution Shaping
- Shape and position Health IT solutions without serving as a detailed technical architect or developer.
- Collaborate with internal technology domain architects, delivery leads, and subject matter experts to ensure Health IT solutions:
- Align with CMS enterprise standards and constraints
- Support interoperability, data sharing, and program integrity goals
- Are scalable, secure, and compliant with federal requirements
- Represent Abt’s Health IT capabilities across areas such as data analytics, cloud platforms, digital services, artificial intelligence, low-code/no-code solutions, and cybersecurity.
Account Growth & Business Development
- Partner with account and capture leadership to drive Health IT growth across CMS portfolios.
- Identify and shape new opportunities aligned with CMS Health IT priorities and funding mechanisms.
- Support federal proposal efforts by contributing CMS-specific insights, Health IT solution narratives, and client context.
- Participate in client briefings, capture sessions, and proposal orals as a senior Health IT representative.
Delivery Alignment & Client Satisfaction
- Provide senior-level oversight and continuity across CMS Health IT engagements.
- Serve as an executive sponsor or escalation point to support delivery quality and client satisfaction.
- Ensure alignment between CMS expectations and delivery execution.
- Incorporate client feedback into ongoing account and Health IT strategy.
Partner & Ecosystem Engagement
- Collaborate with strategic Health IT platform and cloud partners, including Amazon Web Services, Microsoft, ServiceNow, and Salesforce.
- Support co-selling and joint solution positioning efforts that align with CMS Health IT standards.
- Ensure partner solutions are appropriately positioned within CMS environments.
Required Qualifications
- 12+ years of experience in Health IT, technology consulting, digital transformation, or enterprise IT services.
- Demonstrated experience supporting Centers for Medicare & Medicaid Services or other federal health agencies.
- Strong understanding of:
- CMS organizational structure and governance
- Federal Health IT environments and modernization initiatives
- Health policy and regulatory requirements impacting Health IT
- Proven success in senior client relationship management and account growth.
- Excellent communication skills with the ability to engage executive, technical, and program audiences.
- Experience working within large, complex, matrixed organizations.
Preferred Qualifications
- Prior experience leading Health IT accounts or portfolios in a consulting or professional services environment.
- Experience supporting federal Health IT proposals and capture efforts.
- Familiarity with enterprise data platforms, interoperability initiatives, or CMS shared services.
- Experience collaborating with cloud and Health IT platform partners.

- This is not a deep technical architecture or engineering position.
- This role focuses on Health IT leadership, client relationships, and solution alignment, supported by delivery and engineering teams.
