WESTERN PUMP Inc is seeking an experienced Safety Manager to lead and elevate our Environmental, Health & Safety (EHS) programs across construction, service, and fueling infrastructure operations.
This is not a clipboard enforcer role. We are looking for a field-credible safety leader who builds systems, develops culture, protects profitability, and understands that petroleum construction carries serious environmental, fire, excavation, and confined space risks.
The Safety Manager will oversee multi-site safety performance, regulatory compliance, incident prevention, and continuous improvement initiatives while partnering closely with Operations, Project Management, and Executive Leadership.

Key Responsibilities- Regulatory Compliance & Program Management
Ensure compliance with OSHA, Cal/OSHA, ADOSH, EPA, DOT, and fire/building codes
Maintain and improve Injury & Illness Prevention Programs (IIPP)
Oversee compliance for excavation, confined space, hot work, fuel system installations, and environmental mitigation
Manage safety prequalification portals and client compliance documentation
Serve as company liaison during regulatory inspections
- Field Safety Leadership
Conduct regular jobsite safety audits across construction and service operations
Develop and review Job Hazard Analyses (JHAs) and Safe Work Procedures (SWPs)
Provide field coaching to Foremen, Project Managers, and Technicians
Identify trenching, confined space, and flammable vapor hazards immediately
Enforce PPE and safe operating procedures
- Training & Culture Development
Develop and deliver OSHA 10/30, excavation, fall protection, confined space, respiratory, LOTO, and spill response training
Train supervisors to take ownership of safety performance
Improve onboarding safety processes
Create systems that embed accountability at the Foreman and PM level
Promote engagement without alienating operations
- Incident & Risk Management
Lead incident investigations and root cause analysis
Develop corrective and preventative action plans
Coordinate with insurance carriers and claims administrators
Track and reduce TRIR, DART, and EMR
Protect the company from litigation exposure through strong documentation
- Strategic Safety Leadership
Build scalable safety systems and SOPs
Track KPIs and publish performance dashboards
Benchmark against industry standards
Evaluate new safety technologies and improvements
Integrate safety into overall business strategy
- Required:
Minimum 5 years of safety management experience (715 years in construction/industrial safety preferred)
Bachelors Degree in Occupational Safety, Environmental Health, Construction Management, or related field (or equivalent experience)
OSHA 30 Certification
HAZWOPER 40-hour Certification
Competent Person Certification (Excavation & Fall Protection)
Multi-site oversight experience
Valid drivers license with insurable driving record
- Strongly Preferred:
Certified Safety Professional (CSP)
Construction Health & Safety Technician (CHST)
Direct experience in petroleum fueling systems, heavy civil, excavation, mechanical contracting, or environmental remediation
Experience working with both field construction crews and service technicians
Frequent presence on active construction and fueling job sites
Exposure to outdoor environments, fuel vapors, excavation sites, and industrial settings
Walking uneven terrain, climbing ladders, and navigating trenches
Ability to lift up to 50 lbs occasionally
Regular travel between California and Arizona branches and job sites
