Overview
Industrial Security Office has an immediate need for an Information Security Professional with Communications Security (COMSEC) experience. This individual will be responsible in managing a National Security Agency (NSA) COMSEC account and will provide support with the industrial security requirements of the National Industrial Security Program Operating Manual (NISPOM). This position requires an industrial security professional with a vast array of experience in physical security, communications security and safeguarding requirements of classified material (e.g. CCI, UNCLAS, CON, Secret, etc.) and will provide assistance on a wide range of security related issues. This is an extremely technical position in the Industrial Security Department. Maintains and helps establish communications on the boats and both the classified and unclassified networks. The candidate will assist the COMSEC Manager with all responsibilities that will include, but are not limited to:

This position requires an industrial security professional with a vast array of experience in physical security, communications security and safeguarding requirements of classified material (e.g. CCI, UNCLAS, CON, Secret, etc.) and will provide assistance on a wide range of security related issues. This is an extremely technical position in the Industrial Security Department. Maintains and helps establish communications on the boats and both the classified and unclassified networks. The candidate will assist the COMSEC Manager with all responsibilities that will include, but are not limited to:
- Managing a COMSEC program in accordance with NSA/CSS policy Manual 3-16 and other government regulations.
- Implementing and overseeing procedures to maintain government compliance and accountability standards for Controlled Cryptographic Items (CCI) materials.
- Responsible for ordering, tracking, receiving, issuing, accounting for, safeguarding, and destroying all COMSEC and various classified material.
- Overseeing and assisting Local Element Accounts with routine COMSEC maintenance, training and auditing.
- Assist in physical security assessments.
- Conducting periodic and government mandated inspections, inventories, and audits for all COMSEC material.
- Maintaining detailed knowledge of cryptographic procedures including use of key loading devices, configuring High Assurance Internet Protocol Encryptors (HAPIEs)/TACLANEs, STE and Viper phones.
- Administration of COMSEC accounting material control using Distributed INFOSEC Account (DIAS) and Key management (KMI) systems.
- Providing support to compliance activities during inspections by cognizant security agencies.
- Investigate, document, and report all COMSEC incident reports to applicable government sponsoring agencies.
- Performing courier duties for classified material and equipment.
- Remaining compliant with all NSA and other government agency guidance and training requirements related to COMSEC.
- Processing and tracking of various briefings.
- Preparation for semi-annual NSA audits and Self Inspections.
- Traveling to our Off-Site Locations for installation and auditing.
- COMSEC Device Maintenance with CPITT, PMW 770 NAVSEA, NSA and EB COMSEC personnel.
- Disposition and replacement of failed COMSEC equipment
- Weekly, Monthly and Annual electronic rekeying of various encryptors
- Assisting with various briefings
- Inventory Report and inspections
- Shipping and receiving of equipment
- Helping to establish the CLB COMSEC program
Responsibilities
- Ability to complete COMSEC Account Manager Training
- Working Knowledge of NSA 3-16 and CMS-1(Series)
- Ability to use various Microsoft programs (Word, Excel, and Access)
- Ability to lift / carry up to 40 lbs.
- Excellent written and verbal communication skills
Qualifications
Required:
- High School diploma or GED
- 4+ years of Communications Security experience
- US Citizenship and the ability to obtain a Final DoD Top Secret security clearance
- Working knowledge of the National Industrial Security Program Operating Manual (NISPOM) Rule.
- Formal Key Management Infrastructure (KMI) Training
- CompTIA Security+, or Network+ Certification
- Prior Military Service
- Prior Instructor Training Experience
- Knowledge of the Groton Shipyard and all EB Off-Site Locations
