Position Summary

JGMS Government Services requires the support of a Technical Lead to support our client's Real Estate Team on the design and constructability review of plans and specifications as well as the full-time on-site lead for the renovation of a government building in Grand Junction, Colorado. We are looking for expertise in the following disciplines: Construction Quality Management or similar experiences. This Technical Lead shall report directly to the Director, Asset Management or their authorized representative. Regular progress updates, and assistance with interim reports and final reports may be required.

This position will be part time hybrid through FY 2026 and will transition to full time on-site beginning in FY 2027.

Job Duties and Responsibilities

  • The Technical lead will ensure all projects meet specifications, building codes, and safety standards by developing a Quality Control (QC) process, conducting site inspections, and managing documentation. The Technical Lead will monitor construction activities and drive continuous improvement.
  • Quality Planning & Documentation: Develop and implement project-specific QC processes, and inspections, and maintain detailed documentation for compliance, including deficiency log.
  • Site Inspections: Perform on-site inspections before, during, and after construction and note any issues or concerns. Any discrepancies will be reported to client management (verbally and in writing).
  • Issue Resolution & Compliance: Identify potential non-compliance issues or concerns, recommend potential corrective actions, and manage the deficiency log.
  • Reporting & Communication: Prepare daily/weekly/monthly quality reports, liaise with owners, engineers, and USACE as requested.
  • Safety & Regulatory Compliance: Ensure all work adheres to safety regulations, such as OSHA, and environmental standards. Any non-compliance to be immediately reported to client management.
Requirements:

Required Qualifications

  • A Bachelor's degree in construction management or equivalent experience.
  • Minimum of 10 years of construction experience with a proven record of quality control, inspections, or project management.
  • Expertise in commercial type construction with minimum of 10 years of general contractor experience as a superintendent or project manager with knowledge in all aspects of civil, structural, mechanical, plumbing, electrical, architectural, etc.
  • Knowledge of International Building Codes, NFPA, NEC, ISO and others.
  • OSHA 30 certificate.

Desired Qualifications

  • Technical Skills: Proficiency in reading blueprints, understating specifications, and using management software.
  • Competencies: Strong leadership, analytical skills, attention to detail, and communication abilities.
  • Certified Construction Quality Manager
  • Supervisor experience on commercial building construction projects.
  • Experience related to federal or DOE Facilities.
  • Knowledge of DOE orders and/or guides.

Safety and Health Compliance

  • Requirement of a Fit for Duty physical as defined under 10cfr851
  • Hours worked are subject to capture on client Form 2146
  • Will work to Contractors JSA (Job Safety Analysis)
  • Will be subject to associated required training (At a minimum this can include: (Heat/Cold Stress, Fire Extinguisher, Hearing Protection) other if required
  • Will need to be CPR/1st Aid Certified and the certification remain current through work duration (A copy will need to be provided and meet at a minimum AHA (American Heart Assoc. requirements)

Background Check and Screenings

A pre-employment drug screening and background review that includes checks of personal references, credit, law enforcement records, and employment/education verification is required.
