Position Overview
The Economic Development Analyst position, as part of the ECONSolutions team, engages with local governments to deliver relevant information, analysis, and consultation that supports identified objectives and facilitates economic growth. This position supports HdL efforts toward expanding the ECONSolutions client base and products and service offerings for cities, economic development organizations, and special districts. This role has primary responsibility for supporting and overseeing HdL’s Property Tax analytical products and client services, while also contributing to broader Economic Development consulting services.
The Economic Development Analyst plays a key role in client onboarding, product trainings, and ongoing client support, while also supporting business development efforts by assisting with proposal development, sales facilitation, and identifying opportunities to expand HdL service offerings. The ideal candidate has strong analytical and communication skills and an understanding of key tax revenue drivers (sales and use tax & property tax).
The position is hybrid and ideal candidate should be within reasonable driving distance to our Houston, Texas office. Travel may be occasionally required to the office or various client locations.
Job Responsibilities
- Communication and Execution – Facilitate connection and develop solutions for clients that provide a comprehensive and clear understanding of local market conditions and opportunities.
- Prepare and communicate well-structured proposals, documents and presentations as needed. Prepare market reports, community profiles, and insight reports for assigned clients.Assist in the production and preparation of special projects (including but not limited to action plans, housing studies, strategic plans) for assigned clients.Assist in the preparation of reports and presentations for various groups, including city staff, City Council, economic development organizations, and special districts.
- Client Relationships – Focus on understanding and responding to client needs and leverage strong listening and problem-solving skills to meet the needs of prospective clients.
- Serve as a primary point of contact for Property Tax clients, supporting onboarding, account setup, and ongoing service delivery.Interact with clients to fully comprehend their respective goals, products/services and to identify opportunities aligned with their growth strategies.Work with assigned clients to help fulfill their economic development needs and provide excellent customer service.Provide responsive customer service, including answering questions about reports, data, and recommended strategies.
- Research & Data Analysis– Conduct research and data analysis to support ECONSolutions projects,
- Oversee and support Property Tax data analysis and reporting, including assessed valuation trends, tax distribution analysis, and other property-related metrics for assigned clients.Prepare and analyze market, demographic, economic, sales tax, property tax, and real estate datasets to support strategic plans, action plans, and project-specific studies.Synthesize findings into narrative insights that help communities understand both current conditions and emerging trends.Support the development of long-term fiscal and economic forecasts.Lead and support the research and development of quarterly sales tax forecasting reports.
- Business Development– Support HdL’s growth by facilitating client conversations, supporting proposal development, and coordinating with Sales and Economic Development leadership.
- Communicate with prospective clients via phone, video calls, email, or in person.Draft proposals or support responses to Request for Proposals (RFPs) and Requests for Qualifications (RFQs).Participate in client meetings, demos, and presentations to help communicate HdL’s products.Attend relevant conferences and events to represent the company, support business development, and engage with partners, prospects, and clients.
Skills and Qualifications
- Developed superior understanding of Texas State and Local property tax rules and regulationsProficiency in Microsoft: Word, Excel and PowerPoint.Exceptional communication skills, interpersonal communication, including the ability to identify new and build on existing relationships, clearly communicate complex concepts, and ability to write quickly, clearly, and professionally. Strong communications skills including written reports, proposals, and creating/delivering effective presentations.Demonstrated participation in successful economic development programs preferred.
Education and Experience
- Bachelor's Degree in Public Administration, Business, Finance, Marketing, Economics, Planning, or a related field. Master’s degree is desirable.Minimum three (3) years of experience in property tax, economic development, local government, consulting, or market/economic research.Experience preparing analytical reports, interpreting datasets, managing multiple projects, and working with public-sector clients or officials is preferred.
Compensation
The starting range for this position is expected to be between $76,800 to $85,000 annually. Actual salary will be determined based on skills, experience (to the extent relevant) and other job-related factors, consistent with applicable law.
