The City of Chesapeake Department of Public Works is seeking an experienced and visionary Traffic Engineering Manager to lead the City’s Traffic Engineering & Operations Section. This is an exciting opportunity for a licensed Professional Engineer to make a lasting impact on the safety, mobility, and efficiency of Chesapeake’s transportation network while leading a talented team of transportation professionals.

The ideal candidate will provide strategic leadership for all Traffic Engineering & Operations activities, including oversight of the City’s Traffic Management Center (TMC), traffic operations, transportation planning initiatives, and roadway safety programs. This position serves as the City’s senior traffic engineering authority and collaborates with local, regional, and state partners to develop and implement transportation solutions that enhance mobility and quality of life for Chesapeake residents and visitors.

Key Responsibilities Include:
  • Direct and oversee all traffic engineering operations, including traffic studies, roadway safety evaluations, Road Safety Audits, traffic signal operations, traffic calming initiatives, and transportation system performance analyses.
  • Lead customer service efforts and oversee responses to citizen concerns and requests related to traffic operations, roadway safety, signage, pavement markings, and traffic control devices.
  • Manage the review of development proposals, traffic impact analyses, roadway improvement projects, and transportation-related capital improvement projects to ensure safe and efficient traffic operations.
  • Oversee the preparation of engineering studies, recommendations, and work orders for implementation by City forces or contracted services.
  • Represent the City on regional transportation committees and technical advisory groups, including the Hampton Roads Transportation Technical Advisory Committee, Regional Traffic Operations Committee, and Bicycle and Trails Citizens Committee.
  • Negotiate, administer, and oversee engineering and construction contracts, including on-call traffic engineering consulting services, traffic signal construction projects, Intelligent Transportation System (ITS) deployments, Traffic Management Center enhancements, and federally or state-funded transportation projects.
  • Evaluate and approve traffic control devices installed on City streets and highways, ensuring compliance with applicable federal, state, and local regulations, including the Manual on Uniform Traffic Control Devices (MUTCD), Federal Highway Administration (FHWA) standards, and Virginia Department of Transportation (VDOT) requirements.
  • Develop, implement, and continuously improve policies, procedures, and operational strategies that support departmental goals and enhance service delivery.
  • Assist with the development and administration of the division’s operating and capital budgets while ensuring responsible stewardship of public resources.
  • Supervise, mentor, and develop professional, technical, and support staff within the Traffic Engineering & Operations Section.
  • Lead transportation planning efforts, including updates to the City’s Master Transportation Plan, collection and analysis of traffic and roadway safety data, and identification of future transportation needs.
  • Pursue, administer, and manage grant-funded transportation initiatives, including VDOT Hazard Elimination Safety Grants, Regional Surface Transportation Program (RSTP) funding, Congestion Mitigation and Air Quality (CMAQ) grants, and other transportation funding opportunities.
  • Coordinate with regional transportation agencies, Hampton Roads Transit, freight and passenger rail operators, developers, consultants, and other stakeholders to advance Chesapeake’s transportation goals.

Required Qualifications:
VOCATIONAL/EDUCATIONAL PREPARATION: Requires a bachelor’s degree in civil engineering, or a closely related field. Master’s degree preferred.

SPECIAL CERTIFICATIONS AND LICENSES: Requires a valid driver’s license and a driving record that is in compliance with City Driving Standards and a Professional Engineer (PE) license. Depending on position, State and/or City certification(s) may be required.

EXPERIENCE REQUIREMENTS: In addition to satisfying the vocational/education standards, this class requires a minimum of ten years of related, full-time equivalent experience.

SPECIAL REQUIREMENTS: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.


Preferred Qualifications:
  • Supervisory or managerial experience in a municipal traffic engineering environment.
  • Experience working with or alongside a state department of transportation, such as the Virginia Department of Transportation
  • Experience with traffic signal timing, adaptive signal systems, traffic modeling, and transportation planning.
  • Experience presenting technical recommendations to elected officials, executive leadership, or public stakeholders
