Position Summary:

The Manager – Government & Business Relations serves as a key external-facing representative of the company, supporting business development efforts, strengthening relationships with government stakeholders, and coordinating marketing and communications activities. This role acts as a bridge between internal teams and external partners, agencies, and the public, helping position the company for growth while ensuring alignment with compliance, ethics, and contractual requirements.

The role is hands-on and execution-oriented, supporting capture efforts, proposal readiness, brand positioning, and government engagement across federal, state, local, and tribal markets, as applicable.

Responsibilities:

Government Relations & External Engagement

  • Serve as a primary point of contact for government agencies, public officials, and community stakeholders, as appropriate and compliant with applicable regulations
  • Support relationship-building activities that enhance visibility, credibility, and trust with current and prospective government customers
  • Track agency priorities, funding trends, and procurement activity relevant to the company’s lines of business
  • Coordinate participation in government meetings, industry days, conferences, and public forums

Business Development Support

  • Support business development strategy execution, including opportunity identification, pipeline tracking, and capture support
  • Assist with market research, competitive analysis, and customer intelligence
  • Coordinate internally with operations, finance, compliance, and leadership to support pursuit decisions
  • Support proposal development efforts, including coordination, content inputs, past performance narratives, and review processes

Public Relations & Strategic Communications

  • Lead and support public relations and strategic communications initiatives that enhance the company’s visibility, credibility, and reputation with government agencies, partners, and the public
  • Develop and maintain external-facing materials, including capability statements and briefing materials, ensuring accuracy, consistency, and compliance
  • Coordinate external communications, announcements, and public-facing outreach in collaboration with executive leadership and internal stakeholders
  • Ensure all external messaging reflects the company’s mission, values, and commitment to ethical, compliant government contracting.

Internal Coordination & Compliance

  • Act as a liaison between external stakeholders and internal teams to ensure consistent communication and follow-through
  • Ensure all government relations and marketing activities comply with procurement integrity, ethics, and organizational policies
  • Support documentation, reporting, and CRM or pipeline management processes

Qualifications

Required

  • Bachelor’s degree in business, public administration, communications, marketing, political science, or a related field
  • 5+ years of experience in business development, government relations, marketing, or a related role within a government contracting or public-sector environment
  • Working knowledge of government procurement processes and terminology
  • Strong written and verbal communication skills
  • Demonstrated ability to manage multiple priorities and coordinate across teams

Preferred

  • Experience supporting federal, state, local, or tribal government contracts
  • Proposal development or capture support experience
  • Familiarity with CRM or pipeline management tools
  • Experience representing an organization in public or government-facing settings
