Consultant Opportunity: International Student Recruitment and Advising Support

Organization: Eurasia Foundation
Position Type: Independent Consultant
Location: Remote, with possible in-person participation if separately agreed
Estimated Level of Effort: Approximately 80–100 hours over 4–6 weeks

Position Summary

Eurasia Foundation is seeking an experienced consultant to support the development and pilot launch of an international student recruitment and advising initiative. The initiative will initially focus on Kazakhstan and may later expand to other Eurasian markets.

The consultant will help translate existing planning materials into practical, student- and parent-facing services. The ideal candidate will have direct experience advising international students and families on U.S. higher education options.

This is a practical implementation role. The consultant will help refine service packages, develop advising tools, prepare parent and student communication materials, and support EF’s readiness to launch an initial pilot cohort.

Key Responsibilities

The consultant will support EF in the following areas:

  • Review existing planning materials and identify the most important launch-readiness priorities.
  • Develop student-facing service packages so they are clear, realistic, and easy for families to understand.
  • Develop practical materials for student and parent consultations, including talking points, Q&A responses, and confidence-building language.
  • Create tools for student intake, first consultations, pathway comparison, package recommendations, and follow-up communication.
  • Support development of a simple pilot delivery workflow, including staff roles, CRM stages, milestone communications, document collection, and escalation points.
  • Advise on partner and referral readiness, including what information EF should collect from U.S. college partners before presenting options to families.
  • Provide final recommendations on pilot launch readiness, first-cohort size, staffing needs, quality controls, and success metrics.

Desired Deliverables

The consultant will be expected to produce concise, usable materials that EF staff can apply during consultations, webinars, follow-up communications, and early pilot delivery. Anticipated deliverables may include:

  • Service package and value proposition guide
  • Parent/student Q&A and consultation script
  • Student advising toolkit
  • Pilot delivery playbook
  • Partner and referral readiness checklist
  • Launch readiness memo

The full SOW will be shared with selected candidates during the next stage of the selection process.

Required Qualifications

Qualified candidates should have:

  • Direct experience advising international students and families on U.S. higher education options.
  • Practical knowledge of U.S. admissions processes, including community colleges, 2+2 transfer pathways, and four-year undergraduate programs.
  • Experience explaining U.S. study costs, admissions requirements, transfer pathways, visa-readiness considerations, and pre-departure preparation to international families.
  • Ability to develop practical advising tools, checklists, scripts, workflows, and client-facing materials.
  • Strong writing, communication, and organizational skills.
  • Sound judgment regarding ethical boundaries, no-guarantee language, and reputational risks in education consulting.
  • Ability to work independently and produce clear, concise, implementation-ready materials.

Preferred Qualifications

Preferred candidates may also have:

  • Familiarity with Central Asia, Kazakhstan, Eurasia, or similar international student recruitment markets.
  • Experience with EducationUSA-style advising, nonprofit education programming, or international exchange programs.
  • Knowledge of U.S. community college partnerships, transfer pathways, international student services, or student recruitment models.
  • Experience supporting pilot programs, service launches, or education consulting operations.

Scope Boundaries

This role is focused on educational advising, implementation support, and pilot-readiness materials. The consultant will not be expected to provide legal immigration advice or guarantee admissions, scholarships, visa issuance, OPT, employment, credit transfer, or enrollment outcomes. Direct advising of individual students may be added only if separately authorized.
