Overview

  • Define project objectives and metrics to be tracked for all projects assigned to the Project Team.
  • Measure performance criteria and coach Project Team.
  • Create a positive work environment for the project team and build high morale and teamwork.
  • Manage Project Team staff, including assignment of work, development and review of responsibilities and goals, internal employee reviews, and disciplinary actions as necessary.
  • Ensure standards are set and adhered to.
  • Monitor construction and inform project stakeholders on progress.
  • Monitor and track project for quality, schedule and budget.
  • Identify variances and discuss solutions with Administration and Executive Team, Facilities, Internal Service Partners, and Project Stakeholders.
  • Manage unanticipated events that delay construction and take actions to keep project on time and within budget.
  • Evaluate the need for and coordinate project change orders and contract amendments; recommend changes to project schedules and budget.
  • Interpret meaning and intent of contract and construction requirements.
  • Verify that vendors understand the contract terms and conditions and project programming.
  • Meet periodically with design consultants, general contractors and customer representatives to review project progress or identify and solve problems.
  • Review and approve progress payments to contractors.
  • Collaborate with internal stakeholders on space planning, purchase of equipment and materials, finish of interiors and final approval for occupancy, etc.
  • Coordinate agreements for development of project as applicable.
  • Work with contracting staff, legal counsel and stakeholders to make certain the contract documents fulfill the project needs.
  • Evaluate plans and specifications for completeness, accuracy and conformance with project goals and objectives.
  • Negotiate professional service contracts and fees.
  • Evaluate energy requirements and plan designs that improve energy expenditure.
  • Evaluate contractor proposed plans for project specifications, construction methods, compatibility with site and other facilities, or value over life of the facility.
  • Effectively recommend the award of contracts.
  • Ensures the successful completion of OHEP through effective management of people, time, and other resources.
  • Is knowledgeable regarding the qualifications and experience of key project delivery team members’ firms and personnel (A/E, Contractors, Equipment Planners, intra-departmental groups, ITG, O&M, etc.)
  • Provides comprehensive consultation to Mission Area management during all phases of a design & construction project from functional and space programming, design, estimating, feasibility studies, environmental impacts, city/state approvals, equipment and furniture planning, to construction and turnover of completed projects to the medical facility staff.
  • Other responsibilities as assigned.


Responsibilities

  • Bachelor’s Degree in Engineering, Construction Management, Professional Degree in Architecture (BARCH), or similar degree in a field related to the Design and Construction Industry.
  • Fifteen (15) years’ experience in the Design and Construction Industry.
  • Twelve (12) years’ experience as an Owners Representative.
  • New Facility (ground-up) design and construction experience.
  • Management as Owner’s Rep of new ground-up project(s) over 100M.
  • Knowledge, Skills and Abilities

    • Strong technical and communication skills are critical.

    • Ability to identify and resolve complex issues.
    • Understanding of industry standard design and construction practices, methods, common materials and techniques of the construction of healthcare.
    • Working knowledge of construction project management best practices and standard of industry practices.
    • Working knowledge of principles, processes and methods of construction project management, including budget and estimate generation, schedule management (including “fast track” design package phasing), budget forecast and cashflow projections.
    • Thorough knowledge of preparing contract documents required, with documentable experience working with multi-disciplinary project teams.
    • Knowledge and understanding of design and construction LEAN tools and principles.
    • Understanding of ground-up building construction, building systems and functionality, and healthcare design.
    • Structure and content of the English language, rules of composition, report writing and grammar.
    • Experience with contract management and negotiation.
    Qualifications

    • Advanced degree in Construction Management, Architecture, Engineering, or similar.
    • Twenty (20)+ years’ experience in the Design and Construction Industry.
    • Experience in the design and/or construction of Academic Medical Research Centers.
    • Healthcare Strategic Planning experience and understanding of hospital operations.
    • Experience collaborating, communicating and working with AHJs (i.e. OHA, City of Portland, etc.)

    Knowledge, Skills and Abilities

    • Experience using e-Builder, MS Project, MS Office software, AutoCAD, etc.
    • Experience with NIH, HIPAA, NFPA, FGI, OARs, the Joint Commission or DNV, and related statutes, rules, regulations and guidelines.
    • LEAN operations methods and tools.

    Licenses and Certications

    • Professional architectural, engineering, or construction management license, registration or certification.
    • Professional Project Management Certification.
    • LEED Certification.
