Job Summary

The Enhanced Behavioral Supports Home (EBSH) Administrator is responsible for the overall administration, management, supervision, and operation of an Enhanced Behavioral Supports Home (EBSH) serving adults with intellectual and developmental disabilities, co-occurring mental health conditions, and complex behavioral support needs. The Administrator ensures the delivery of high-quality, person-centered, trauma-informed services while maintaining compliance with California Department of Developmental Services (DDS), Community Care Licensing (CCL), Regional Center requirements, and Hands of Heartland California policies and procedures.

Essential Duties & Responsibilities

  • Administer, manage, coordinate, and supervise treatment and support services provided within the residential setting supporting individuals with intellectual/developmental disabilities and co-occurring mental health disorders, including individuals with forensic involvement.
  • Oversee an interdisciplinary team utilizing behavioral support models, documentation systems, and outcome tracking. Utilizes facilitation, delegation, monitoring, evaluation, problem-solving, and data analysis to ensure quality services.
  • Develop, implement, and maintain facility policies, programs, budgets, procedures, financial records, administrative systems, clinical operations, direct care services, and support services.
  • Facilitate person-centered planning, conduct team meetings, develop and deliver staff training, and conduct program briefings and debriefings.
  • Oversee incident management processes, conduct investigations, ensure timely reporting, and verify completion of debriefings and corrective action plans.
  • Establish and maintain a treatment milieu that supports person-centered services, positive behavioral interventions and supports, trauma-informed care, and evidence-based practices.
  • Ensure compliance with all applicable federal, state, DDS, Regional Center, Community Care Licensing, and organizational regulations, policies, and procedures.
  • Perform personnel management functions including recruitment, hiring, orientation, training, supervision, coaching, performance evaluations, disciplinary actions, investigations, and staff development.
  • Assist with development and management of program budgets, fiscal accountability, utilization review, risk management activities, and administrative reporting.
  • Ensure efficient functioning of administrative, clinical, direct care, and support services while meeting contractual obligations and licensing requirements.
  • Develop and maintain productive relationships with Regional Centers, DDS representatives, licensing agencies, healthcare providers, community organizations, guardians, families, and other stakeholders.
  • Provide leadership through communication, collaboration, quality improvement initiatives, strategic planning, research, committee participation, and performance analysis.
  • Consult with interdisciplinary team members and provide training regarding assessment, behavioral support strategies, person-centered practices, and program implementation.
  • Coordinate medical services in collaboration with nursing personnel, including medical appointments, medication management oversight, healthcare communication, documentation, and follow-up care.
  • Work independently, prioritizes competing demands, delegates responsibilities appropriately, manages staffing resources, and ensure adequate staffing coverage at all times.
  • Monitor facility operations and physical plant conditions to ensure a safe, sanitary, supportive, and regulatory-compliant environment.
  • Provide direct support services when necessary to maintain staffing ratios, ensure continuity of care, and meet program needs.
  • Participate in quality assurance, quality improvement, and organizational initiatives that promote a culture of excellence and continuous improvement.
  • Maintain availability on a 24-hour, 7-day basis to respond to emergencies, client crises, staffing concerns, and urgent operational needs.
  • Other duties as assigned.
  • Education & Experience

  • Bachelor's degree in Psychology, Social Work, Human Services, Behavioral Science, Healthcare Administration, Special Education, or a related field required. Master's degree preferred.
  • Relevant experience and coursework may be considered in lieu of degree requirements where permitted by regulation.
  • Minimum two (2) years of supervisory or management experience.
  • Minimum two (2) years of experience providing direct care or supervision to individuals with intellectual and developmental disabilities.
  • Experience must include behavioral support services.
  • At least six (6) months of direct service experience focused on behavioral services.
  • Must possess at least one of the following:
  • Qualified Behavior Modification Professional (QBMP)
  • Registered Behavior Technician (RBT)
  • Licensed Psychiatric Technician (LPT)
  • Other qualifications meeting DDS and EBSH regulatory standards
  • Certifications And Licensure Required:
  • Current Adult Residential Facility (ARF) Administrator Certificate issued by the State of California.
  • Completion of Residential Services Orientation (RSO) as required by DDS.
  • Completion of DDS Direct Support Professional (DSP) Year One and Year Two competency-based training requirements or approved challenge examinations within required timelines.
  • Professional Crisis Management (PCM) certification or approved equivalent.
  • Current CPR and First Aid Certification.
  • Valid California Driver's License.
  • Current automobile insurance.

  • Essential Functions/Physical Requirements

  • Stand, sit, walk, bend, stoop, kneel, crouch, balance, and climb as necessary.
  • Use hands for grasping, handling, and operating equipment.
  • Perform physical interventions consistent with approved crisis management techniques.
  • Frequently lift, move, push, pull, or carry up to 50 pounds.
  • Occasionally lift or move more than 50 pounds with appropriate assistance.
  • Respond rapidly to emergency situations involving residents, staff, or visitors.
  • Employment Requirements

    • Must successfully complete DOJ/FBI Livescan fingerprint clearance.
    • Must pass all required background checks.
    • Must successfully complete required health screening, including tuberculosis (TB) clearance.
    • Must maintain eligibility to work in licensed residential facilities serving individuals with developmental disabilities.
    • Must demonstrate knowledge of DDS regulations, Community Care Licensing regulations, EBSH requirements, ARF regulations, client rights, mandated reporting laws, and Regional Center systems.

    Work Environment

    • Residential setting serving adults with intellectual and developmental disabilities and behavioral support needs.
    • Exposure to crisis situations and challenging behaviors.
    • Evening, weekends, holiday, and on-call work may be required.
    • Frequent interaction with residents, families, healthcare providers, Regional Centers, licensing agencies, and community stakeholders.
