About This Position
Applications will be screened and those candidates whose backgrounds best match the requirements of the position will be invited to participate in a technical and oral appraisal interview. Examination procedures subject to change as deemed necessary by the Director-Personnel Commission.
Candidates who pass all of the examination processes are ranked on an eligibility list according to their score(s). Selection for position will be made from among the top three (3) ranks of candidates. The eligibility list will be used for hiring purposes in other vacancies in the same job classification and will be active for six (6) months (Merit Rule 50.100.1).
Travel expenses incurred in applying for this position, including travel to and from the interview location, will be the responsibility of the applicant. Employment will be offered to the successful candidate contingent upon satisfactory completion of a background check and pre-placement medical examination conducted at District expense.
THE POSITION
The job of Director, Personnel Commission is done for the purposes of planning, organizing, controlling, and directing the personnel management program for the classified service of the District in accordance with the Merit System rules and regulations, applicable State and federal laws, codes, rules, regulations, policies, and procedures; serving as Secretary to the Personnel Commission; coordinating the recruitment, testing, selection, and placement of classified personnel; supervising, training, and evaluating the performance of assigned personnel.
SALARY AND CONTRACT TERMS
This position is twelve months a year and pays $143,760 – $174,204, annually in five steps. Initial placement within this range is dependent upon the evaluation of experience and training. There is also a business/mileage stipend. Twenty-six days of vacation per year may be taken, as well as one day of sick leave for each month of work (sick leave accumulated without limit).

- Administers and oversees all aspects of classified employment processes (e.g., maintenance of examination records, examinations, test validation, recruitment, selection, eligibility, new employee orientation, classified leaves of absence, etc.) for the purpose of providing guidance and direction, ensuring compliance with the Merit System, the Personnel Commission rules and regulations, and applicable Equal Employment Opportunity (EEO) rules and regulations, and generating fair and acceptable means of assessing candidate’s abilities to perform in classified functions.
- Administers a wide variety of personnel policies and employment agreements (e.g., Personnel Commission Rules and Regulations, orientation, labor and employment contracts, salary schedules, etc.) for the purpose of conforming to District and Personnel Commission policies, relevant laws, contracts, and agreements.
- Conducts investigations, special studies, and make recommendations to the Personnel Commission (and related stakeholder groups) related to organization, staffing, and workforce utilization; recommends rule changes to the Commission and prepares and distributes notices of proposed changes/amendments; attends meetings of the District's Board of Trustees as the official representative of the Personnel Commission.
- Confers with administrators, union representatives, employee representatives, employees, and representatives of public and private agencies concerning personnel matters.
- Coordinates Personnel Commission disciplinary hearing procedures including reviewing issues to be brought before the Commission for adjudication, organizing evidence to be presented at the hearing, compiling witness lists, and preparing communications on behalf of the Personnel Commission.
- Coordinates the maintenance of transfer lists, seniority lists, and the implementation of layoffs for the purpose of ensuring the layoff process is in accordance with the negotiated contracts, Personnel Commission rules and regulations, and any other applicable legal requirements.
- Counsels employees and confer with employee groups and employees on Merit System regulations and other personnel-related problems; conducts investigations of Merit System regulations, problems, and system operations as directed.
- Develops and prepares the independent annual budget for the Personnel Commission and related classified human resources for the purposes of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits, fiscal practices are followed, and obtaining approval by the County Office of Education for inclusion in the District’s overall budget.
- Develops and maintains Personnel Commission policies, procedures, rules, regulations and programs for the purpose of ensuring efficient department operations, continuous improvement of employment processes and procedures, compliance with Federal and State laws, the Merit System, and District rules and policies.
- Directs Personnel Commission office operations, and implements a strategic plan for the purpose of providing services to classified staff within an established timeframe and in compliance with Merit principles and District goals.
- Facilitates and participates in meetings, workshops, seminars, and conferences for the purpose of maintaining current knowledge, gathering best practices, identifying issues, developing recommendations, supporting other staff, and serving as a Personnel Commission representative.
- Oversees and reviews classification, reclassification, and compensation requirements (e.g., classification studies, job audits, salary surveys, etc.) for the purpose of maintaining the classification and compensation system for the classified service.
- Performs personnel administrative functions (e.g., recruitment, interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel, and complying with the rules and regulations of the Education Code and Merit System.
- Coordinates the classified recruitment, qualifications assessment, and selection processes in accordance with Education Code and other regulatory requirements; directs the development and administration of employee selection plans including job announcements, written, performance, and oral board examinations; sets examination pass points and prepares eligibility lists; responds to questions and resolves concerns concerning the employment testing process; certify job candidates for the purpose of following the Merit System and maintaining a highly qualified staff.
- Prepares a wide variety of written materials and reports (e.g., annual reports, classification analysis, examination job analysis, memos, rules and regulations, training manual, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information in accordance with Merit System rules and regulations.
- Provides leadership and guidance while working with staff to develop and retain classified employees through selection, classification, compensation, training, day-to-day management practices, and activities that promote a positive employee relations environment for the purpose of supporting the District and Personnel Commission objectives and service expectations.
- Provides consultation and technical expertise, responds to concerns from administrators, supervisors, union leaders, staff, applicants and others regarding Merit rules and regulations and operations, practices and procedures (e.g., classified merit examinations and hiring, salary steps, evaluation procedures and disciplinary actions, etc.) for the purpose of providing services within established rules and regulation.
- Provides advice, orientation, and ongoing training to the Personnel Commission, District Administration, classified union leadership and the employees for the purpose of ensuring compliance with the Merit System regulations.
- Provides information as needed during contract negotiations to all parties on the contract language as agreed to by the classified unions and District for the purpose of ensuring the intent and interpretation of the Merit System laws and Personnel Commission rules and regulations are followed.
- Researches technical and legal information required to manage classified personnel (e.g., best practices in merit districts, relevant policies, current practices, federal and state statutes, industry and workplace trends, staffing requirements, training ideas, etc.) for the purpose of developing efficient programs/services, and ensuring program compliance with established requirements.
- Serves as a support for classified employees; audits and monitors districtwide compliance with the applicable court decisions, Personnel Commission rules and regulations, and applicable Education Codes for the purpose of ensuring compliance.
- Serves as Secretary to the Personnel Commission; prepares meeting agenda items; conducts research, prepares and presents reports and recommendations; oversees preparation of meeting minutes; assumes responsibility for the preparation and maintenance of official records.
- Supervises and evaluates the performance of assigned staff; interviews and selects employees and recommends transfers, reassignment, termination, and disciplinary actions; plans, coordinates, and arranges for appropriate training of staff.
- Works with District personnel to ensure that diversity, equity, and inclusion components remain constant in the recruitment and hiring process.

Specific knowledge based competencies required to satisfactorily perform the functions of the job include: Merit System rules and regulations; personnel processes; and pertinent codes, policies, regulations and/or laws; union contracts and contract administration; concepts and methods in recruitment, selection, test design, classification and compensation; planning, organization and direction of the classified personnel program; budget preparation and control; and principles of administration, supervision, and training.
ABILITY is required to plan, organize, and direct the personnel management program for the classified service of the District in conformance with Merit System law and the rules and regulations of the Personnel Commission; obtain, organize, analyze, and evaluate a wide range of data and information and make appropriate recommendations to the Personnel Commission and the Board; supervise and evaluate the performance of assigned staff; prepare and present comprehensive, effective oral and written reports; perform a variety of professional and technical duties involved in the conduct of the District's classification, salary, recruitment, examination, selection, and employee disciplinary programs; effectively advise appropriate personnel on disciplinary hearings, procedures, and problems; communicate effectively both orally and in writing; interpret, apply, and explain rules, regulations, policies, and procedures; establish and maintain cooperative and effective working relationships with others; operate a computer and assigned office equipment; analyze situations accurately and adopt an effective course of action; meet schedules and timelines; work independently with little direction; plan and organize work; direct the maintenance of a variety of reports and files related to classified personnel.
Any combination equivalent to: A bachelor's degree in industrial and organizational psychology, human resources management, education, public administration, or related field, and three (3) years of increasingly responsible professional human resources experience, including recruitment, selection, classification, and compensation, with at least two (2) of the years in a supervisory or lead capacity. Civil and/or Merit System experience is highly desirable.
